This role plays a key part in advancing the state's capacity to track, analyze, and communicate both the outputs and outcomes of homeless response efforts-empowering strategic decision-making, enhancing transparency, and supporting performance improvement across diverse housing and service programs. This critical role involves leading the design, development, and maintenance of interactive data dashboards, and conducting advanced analysis of HMIS data to identify trends, disparities, and system gaps. The insights and expertise from this position will be pivotal in informing evidence-based policy recommendations, guiding strategic investments, and providing authoritative leadership and insights to the Governor's Office, Legislature, other State Agencies, and key partners across Colorado, directly influencing critical decisions on funding, program initiation, and housing stability initiatives statewide. This position will serve as the senior authority for the state with the Colorado Homeless Management Information System (COHMIS). The primary duties and responsibilities of this position include, but are not limited to: Lead data reporting and visualization initiatives for state-funded homelessness services using the Colorado Homeless Management Information System (COHMIS). Design, develop, and maintain interactive data dashboards and perform advanced analysis of HMIS data to identify trends and gaps. Inform and influence evidence-based policy recommendations for state leaders, including the Governor's Office and Legislature, by providing data-driven insights. Serve as the senior authority for the state regarding COHMIS. Ensure data management and reporting activities adhere to data governance, confidentiality, and security standards. Collaborate with COHMIS Lead agency staff and regional partners on data quality initiatives and federal/state reporting standards. Develop clear and replicable policy and procedures for reporting standards, dashboards, definitions, and processes for internal and external use. Lead cross-agency data integration efforts to enhance COHMIS utility with other state systems. Research and replicate national best practices in homelessness data collection, analysis, and reporting to inform and enhance Colorado's strategies. Represent the State in collaborative reporting efforts, providing expert analysis, navigating regional challenges, etc. keeping leadership informed. Prepare reports, infographics, and presentations for diverse audiences, promoting data literacy. Lead the development and delivery of educational trainings on COHMIS and homelessness data trends. Directly supervise and coach a Data & Reporting Specialist, including managing their full employee lifecycle. Oversee and manage external consultants and software contracts, including project management for contract deliverables. Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights Class Code & Classification Description H1B5XX Administrator V MINIMUM QUALIFICATIONS Experience Only: Eight (8) years of professional experience in data management, including collecting, storing, analyzing, visualizing, and reporting on data to support operational decision-making, performance monitoring, and strategic planning. OR Education and Experience: A combination of related education in business management, public administration, public health, or a closely related field (as determined by the agency) AND experience as described above equal to eight (8) years.
