GIS Coordinator Milwaukee County Office of Emergency Management (OEM) Annual Pay Range: $65,228 - $78,145 Closing Date: July 9, 2023, or upon receipt of the first 50 application submissions Overview The Office of Emergency Management (OEM) is in the business of urban resiliency, the protection of lives and property through exacting communications to decision-makers and through the total coordination of resources, on-location and on-time. Job Summary: The GIS Coordinator will conduct geospatial operations for OEM by executing projects that turn big data into actionable resources to be used in data-driven decision-making with a focus on public health and racial equity. Primary work involves conducting data cleansing, manipulation, analysis, and visualization utilizing multiple tools. Specific expertise is needed in Esri products, Python, SQL, and R. Job Duties: • Utilize a variety of technological tools (Microsoft Excel, Power BI, R, SQL, machine learning tools, Python, HTML, and Esri ArcGIS Suite) to clean, manipulate, transform, analyze, and automate big data and related processes. • Develop and employ descriptive, diagnostic, and prescriptive analytics to spot trends and patterns, identify causes of outcomes, and identify actions to take to drive strategy. Visualize and communicate findings strategically via a business intelligence tool. • Coordinate with technical and non-technical partners to set data strategy, identify opportunities for process improvements, recommend system modifications, and develop policies for data governance. • Includes data on desktop, web, and mobile applications. Coordinates customer address locations w/ vendor; tower locations and routing with wireless telephone carriers. Meets data accuracy, content standards for QA compliance. Maintains the Master Street Address Guide (MSAG). • Stays abreast of developments in GIS hardware and software and makes recommendations to update systems. Understanding of National Emergency Number Association’s Next Generation 911 GIS/Mapping and system standards. • Participate in the definition of strategies related to the development, documentation, and delivery of GIS products that visualize and communicate data strategically. Participate in overall data strategy for OEM and County. • Provide ongoing maintenance of the GIS technical infrastructure, coordinating with CAD vendor, IMSD, MCLIO and participate in the management the organization's ArcGIS Online home page, users, groups, and access to GIS resources. • Support the Emergency Operations Center (EOC) when activated as required. • Other duties as required by the direction of the OEM Division Director, including supporting the Countywide goal of achieving Racial Equity and advancing public health. Minimum Qualifications: • A current resident of the State of Wisconsin • A valid Wisconsin driver’s license and access to an insured vehicle both of which must be maintained throughout employment • Lift/Carry and Push/Pull up to 50lbs. • Bachelor’s Degree or higher in Geographic Information Systems, Geography, Computer Science, or closely related field. • *Please note, four (4) or more years of equivalent experience may substitute for the bachelor’s degree. • At least one (1) year of technical experience in data management and GIS mapping. • At least one (1) year of experience with programming languages such as Python, SQL, and R. Preferred Experience: • One (1) or more years’ experience with Esri ArcGIS Suite • One (1) or more years’ experience in data analytics and reporting for decision-making • One (1) or more years’ experience in visualizing data including the use of a Business Intelligence tool, preferably ArcGIS Online • One (1) or more years’ experience working with large datasets and data management systems with the goal of data integrity • Experience with Computer Aided Dispatch (CAD) data sources, geocoding, and/or parcel mapping. Additional Skills, Knowledge, and Abilities: Must be a strong communicator, collaborator, and relationship-builder required with the ability to liaise with individuals from both public and private organizations; the ability to remain neutral and trustworthy with the highest integrity is essential. Excellent written, verbal and interpersonal communication skills and the ability to maintain positive working relationships and communicate effectively and build rapport with department management, supervisors, other employees, professional peers and the public.
