We engage faith, relationship-building, and volunteers wherever we go to lift up and support Colorado’s most vulnerable citizens. • The Housing Administrator and Navigator role performs two primary functions. First, The voucher administration of 15 State Housing Vouchers assigned to participants in the Colorado Rapid Rehousing for Re-Entry (COR3) program. The Housing Administrator assesses rental amounts per HUD standards and ensures rental payment through the Colorado Division of Housing. This position works in conjunction with the COR3 team which provides wrap-around case management services to the justice involved population. Job duties for administering vouchers includes conducting needs-based assessments, ensuring program eligibility, frequent financial assessments, community outreach, providing minimal case management services, housing navigation, landlord recruitment, compliance with Fair Housing Laws, voucher administration, attending meetings/trainings within the community, collaborating care with service providers and multi-disciplinary teams and accompanying participants on appointments as needed. Requires use of personal vehicle for securing and maintaining housing for the participants enrolled in the program. The second function are duties for housing navigation and include conducting vacancy searches, hosting informational meetings with participants and partners, coordinating participant placement into housing, developing and maintaining housing databases, composing regular correspondence with landlords and assessing their program satisfaction, identifying housing options for program participants, and training staff members and program participants in the subject areas of landlord retention, landlord/tenant rights and responsibilities, and housing development/operating models relevant to homeless services. This position is tasked with engaging, recruiting, and retaining landlords, conducting housing consultations with program participants, and serving as the subject-matter agency expert in all matters related to the development of programming linked to housing placement. Service modalities include Housing First Trauma Informed Care, Harm Reduction, Motivational Interviewing and Critical Time Intervention. Essential Duties And Responsibilities • Responsible for possessing an in-depth knowledge regarding program requirements, including the voucher administration process, housing counseling, support services, field-relevant best practices, utilization of the coordinated entry system and HUD permanent supportive housing standards. • Responsible for assisting participants in obtaining necessary documents to obtain and maintain housing, identification documents, income changes, changes in household, etc. • Responsible for identifying and serving the unique needs of participant households participating in Volunteers of America programs and utilizing screening and assessment tools and ensuring the completion of needs-based screenings related to participant’s housing search. • Develops specialized knowledge related to service delivery database systems within the organization as well as within the Colorado Division of Housing for accessing and securing rental payments. Provides voucher briefings, housing orientations and ongoing educational opportunities for participants in COR3/Other Programs. Ensures timely reporting within data entry systems and hard copy files in accordance with grant guidelines. • The Housing Administrator also directs and facilitates the delivery of appropriate services for program participant households as indicated by relevant service modalities through an equity lens. Conducts Housing Quality Standards for all prospective units ensuring compliance with housing standards and Fair Housing Laws. • Outreach, engage, recruit, and retain landlords in order to identify available permanent housing stock. • Assist in the coordination of program participants’ placement into permanent housing destinations. • Conduct informational meetings with program participants and community partners. • Stay abreast of best practice and emerging trends in homeless services, affordable housing, and permanent housing. • Demonstrates knowledge of COR3/Other Program-specific resources, a passion for serving the re-entry population, and the ability to contribute to the program-wide objectives of a diverse and dynamic team. • Develops, directs, and monitors the implementation of quality Housing First/CTI-based supportive services tied to housing stability. Coordinates with the entire team to deliver services most appropriate to meet the needs of presenting households. Assists in relocating program participants as needed and securing emergency housing. • Supports team members by serving as a resource for analyzing and solving problems and staying abreast of current issues and theories within the field. Provides tenant/landlord mediation in coordination with Case Manager and responds to landlord requests within two business days. • Attends orientations, trainings, education programs, staff meetings, community meetings, conferences, and workshops as requested and applicable to meet the needs of the position. • Clearly documents all program participant interactions along with required eligibility and demographic information. Obtains and maintains homelessness documentation and disability documentation. • Performs duties in a professional manner by maintaining the confidentiality of all information and by participating effectively within and across teams. • Performs job responsibilities in accordance with the Social Work Code of Ethics. • Performs all other duties as assigned. Working Conditions And Physical Requirements Must be willing to use vehicle for service provision throughout a seven-county area. Works in close proximity to others staff located in statewide offices. POSITION TYPE AND EXPECTED HOURS OF WORK Full time 40 hours per week Monday through Friday.
