General Description The purpose of this class within the organization is to provide active, current support and proficient as a network services administrator, providing advanced network servicing and support, able to perform the necessary NICS applicational duties, service support, project work, and advanced data servicing and quality control for the Division. This class works independently, under limited supervision, reporting major activities through periodic meetings. Note: Hours – 8:00 a.m. – 5 p.m., Monday through Friday • After hours required Minimum Education And Experience Requirements Requires a bachelor's degree in business, computer science, information technology or related field. Requires four years of increasingly responsible experience in computer operations or closely related experience. The equivalent combination of education and related work experience may be considered. Special Certifications And Licenses Valid Driver’s License Desirable Knowledge, Skills And Abilities • Considerable knowledge of the hardware platforms, networks and software operating systems and information technology infrastructure the City uses. • Considerable knowledge of FIPS140-2&3, RSA 2FA, PCI, FACTA and HIPPA regulatory and security control requirements. Knowledge of network security technologies and platforms. • Knowledge/skill in the use of SQL to assist in queries, reporting, and database management. • Knowledge of Microsoft Office Suite Product lines, Server 2016 to current, Linux, AIX . • Knowledge and expertise in IPv4 & IPv6 technologies, topologies and architectures. • Knowledge and expertise to Layer 3 and Layer 2 routing protocols and configurations along with SPB routing. Knowledge of data and voice networks, with fluency in wired, fiber, cellular, radio and wireless networks and technologies. • Some knowledge of Extreme, Barracuda, Citrix, IBM, Defender, PaloAlto, etc. • Ability to act calmly and make sound decision under varying degrees of stress and uncertainty. • Ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress when confronted with emergency situations or tight deadlines. • Ability to maintain positive customer-focused relationships with co-workers, supervisors, agencies, the general public, and all other internal and external customers. Personally demonstrates appropriate customer service skills. • Work is performed onsite. The incumbent must be present at work to perform the essential functions of this job. Essential Job Functions • Designs, installs, maintains and supports network systems, servers, environments, and host computers. • Installs and configures all network devices and appliances with any necessary application software. • Maintains or contributes to support of Active Directory functionality in network. • Performs firmware and patch upgrades to all network components and services. • Analyzes network operational problems and devises solutions. • Manages operational and maintenance requirements of network and network systems. • Adds, removes and maintains users in AD on the network and host computer systems. • Documents and records all activities inside TECHtools, the in house work order management system. • Provides user assistance and instruction as required. Mentors peers. • Coordinates assigned activities and functions with those of other City departments and outside agencies as appropriate; communicates with City staff to determine information technology requirements. • Works in both Edge User Support and core enterprise services support. • Preferred expertise in many of the following technologies: • Windows Server 2016 or current. • Security protocols FIPS140-2 &3, IPSec, 802.1x, 802.16, PCI, FACTA (red flag). • Routing Protocols BGP, OSPF, QOS, SPB. • LAN, WAN, wireless technologies, and topologies, both Layer 2 & 3. • Extreme routing and switching hardware. • Active Directory management. • Linux and Windows OS; HyperV or VMware; Exchange 365, TEAMs • VoIP, Video Conferencing & Camera surveillance technologies. • Citrix using thin client and mobile architectures. • Smart Phones and mobile MDM (Intune) services. • SQL or current, usage, support & scripting • PowerShell, PowerAutomate Programming or Scripting. • knowledge of Extreme, Barracuda, Citrix, PaloAlto, Milestone, Mitel, etc • Badge access systems and remote entry systems. • Wireless 802.11 based technologies supporting city wide wireless mesh • Voice over IP phone systems and call centers. • Working with ISP providers; NetScaler load balancers. • IDS filters, Firewalls, and DMZ experience. • Performance benchmarking throughput & bandwidth utilization. • Disaster recovery planning. • Experience implementing BGP and LBGP. • Project Management • Obtains quotes for and purchases computer and network equipment, software and operational supplies. • Leads projects, addresses staff coordination for various projects. • Receives and reviews various records and reports including equipment charts, cabling diagrams, user access forms, invoices, maintenance agreements, software license information, budget documents, memos, correspondence, etc. • Prepares and/or processes, work orders, purchase orders, various technical records and reports, various other reports, memos, correspondence, etc. • Assists in policy formulation and implementation, development of procedure and computer manuals, technical manuals, technical journals, etc. while adhering to established policies and practices. • Communicates effectively with various groups and individuals such as the immediate supervisor, other administrative staff and department heads, subordinates, other City employees, sales representatives, service personnel, user groups, and the general public.
