Position Overview The Intermediate-Level Business/Financial/Management Analyst will support the OIS's strategic and tactical planning, data management, financial oversight, performance tracking, and process improvement initiatives under the Program Oversight and Enhancement (POE) Task Area. The analyst will collaborate closely with project managers, program leaders, and strategic planners to develop data-driven insights and reports to inform leadership decision-making across cybersecurity programs and investments. The analyst is expected to be proficient in Microsoft Excel, Power BI, Power Apps, Power Automate, and SQL, and bring a strong understanding of federal performance management, IT investments, and reporting best practices. This position is on-site in Washington, DC. This position requires the ability to obtain and retain a Tier 4 High Risk Public Trust clearance. Key Responsibilities • Data Analysis & Reporting • Extract, clean, analyze, and visualize data sets from various sources using Excel, Power BI, SQL, and Power Apps to support strategic and operational performance reporting. • Support the development and maintenance of executive dashboards, scorecards, and reports reflecting KPIs, milestones, risks, and deliverables. • Provide ad hoc data analysis in response to Government requests, ensuring accuracy and data integrity. • Strategic and Program Support • Assist with the development, tracking, and alignment of tactical and strategic plans across the enterprise. • Support client program performance tracking against Strategic Goals, and Tactical Objectives. • Maintain alignment between data outputs and program requirements using tools such as ServiceNow, SharePoint, and Power BI. • Process Improvement & Documentation • Support business process reengineering efforts by documenting workflows, identifying gaps, and recommending improvements. • Participate in regression testing and user acceptance testing (UAT) for Power Platform tools developed or maintained under the contract. • Create and update Standard Operating Procedures (SOPs), quick-reference guides, and instructional materials for dashboards and tools. • Tool Support & Workflow Automation • Use Power Automate to streamline data flows and reporting processes. • Maintain and support user access and resolve platform-related issues in coordination with the task team. • Develop and support performance monitoring tools within Power Apps and SharePoint environments. • Stakeholder Collaboration & Communications • Assist in coordinating meetings, preparing agendas, and documenting action items. • Help maintain central repositories for project documentation, meeting minutes, and stakeholder engagement materials. • Respond to email inquiries and requests from OIS stakeholders within one business day, ensuring high-quality customer service. Minimum Qualifications Education • Bachelor's degree in Business Administration, Data Analytics, Public Administration, Computer Science, Finance, or a related field. • Master's degree is a plus but not required. Experience • Minimum of 5 years of progressive experience in: • * Data analysis, visualization, and reporting in a business, government, or IT-focused environment. • Supporting PMOs or strategic planning organizations within a public or private sector context. • Experience in federal or health IT environments preferred but not required (NIH, CMS, FDA, HHS, CDC, IHS). CertificationsPreferred: • * Microsoft Certified: Data Analyst Associate (Power BI) • Certified Business Analyst Professional (CBAP) • ITIL Foundation or equivalent process improvement certification Technical Proficiencies • Required: • * Microsoft Excel (pivot tables, formulas, charts, macros) • Power BI (dashboard design, DAX, data modeling) • Power Apps & Power Automate (workflow automation, app development) • SQL (queries, joins, reporting) • SharePoint (collaboration, lists, document libraries) • Preferred: • * ServiceNow reporting • Tableau or other visualization tools • Microsoft Teams integration Core Competencies • Strong analytical and critical thinking skills. • Ability to translate data into clear insights and actionable recommendations. • Excellent organizational, time management, and documentation skills. • Effective communicator across technical and non-technical audiences. • Collaborative mindset and customer-focused approach.
