Title: Business Analyst 4 VDOT (Asset Management Team) | Richmond, VA | Hybrid | W2 / C2C Location: Richmond, VA Hybrid (3 days onsite @ 1401 East Broad Street) Contract: 12 18 Months | W2 / C2C Interview: In-Person Description: VDOT s Asset Management Team is seeking a Business Analyst (BA) with strong Agile and IT systems experience. The ideal candidate will bridge business needs with technology solutions, driving improvements across enterprise-level projects. Responsibilities: • Work closely with business and IT teams to define, document, and translate requirements into actionable user stories • Manage product and sprint backlogs, epics, and features using Azure DevOps (TFS) • Develop test plans, test cases, and coordinate UAT efforts • Create process flows, wireframes, and diagrams for business and system processes • Analyze complex processes, identify gaps, and propose optimized solutions • Support Agile ceremonies and assist in hybrid Agile/Waterfall environments Required Skills: 5+ years of IT Business Analyst experience Expertise in Agile/Scrum, SAFe, and Kanban methodologies Strong understanding of databases (SQL Server, Oracle) and APIs Experience with Azure DevOps (TFS) for backlog and testing Excellent documentation, analytical, and communication skills Prior State of Virginia project experience Highly desired Why Apply? • Long-term (12 18 month) stable contract • Prestigious VDOT project • Collaborative hybrid work culture
