Role Description: Arcadis is seeking a detail-oriented and initiative-taking Third-Party Administrator to support utility coordination and administrative functions on the California High-Speed Rail project. This position plays a key role in managing utility submittals, task orders, invoicing, reporting, and coordination with internal and external stakeholders. The ideal candidate is highly organized, responsive, and experienced in navigating complex infrastructure project environments. Must be able to work onsite in Selma, CA Role Accountabilities: Administrative & Team Support • Assist utility managers and project leadership with third-party coordination efforts. • Train and support new team members across the PCM. Utility Submittals & Task Order Management • Maintain submittal tracking systems, calendars, and logs. • Compile, review, and route submittals and comments to meet contractual timelines. • Coordinate with DB Document Control to resolve submission issues. • Prepare and track task orders from initiation through full execution, including routing for approvals and partial execution by DB. Scope Conformance & Notices to Owner (NTOs) • Route and track scope conformances; maintain funding balances and status logs. • Review and track NTOs, coordinate revisions with DB, and support monthly NTO reporting meetings. Invoicing & Financial Coordination • Oversee PG&E contractor invoicing processes. • Lead monthly financial review meetings with TRC Finance, DFJV, and PCM to address discrepancies and prevent deductions. Reporting, Forecasting & Data Coordination • Compile monthly status reports and ad hoc data for PCM and HSR management. • Lead Confidence Report coordination and serve as key point of contact for related inquiries. • Support forecasting and tracking of utility relocation and design submittals, coordinating meetings and correspondence as needed. • Assist in projecting construction completion for relocations and reconciling forecasts with the Revised Baseline Schedule. Technology & Tools Implementation • Lead rollout of Power BI tools for the Third Party team, liaising with Arcadis app developers and utilities leadership to ensure accurate data fields and functionality. Required Qualifications: • 3+ years of experience in construction administration, utilities coordination, or infrastructure support roles. • Proficient in Microsoft Office Suite; experience with SharePoint and Power BI preferred. • Excellent communication, organization, and multitasking skills. • Experience supporting design-build or large public infrastructure projects preferred.
