The WIC IT Applications Lead works under the direction of the IT Applications Manager, utilizing initiative and independent judgment to analyze, develop, and maintain complex web systems for the Women, Infants and Children (WIC) program. The incumbent acts as a technical lead, coordinating the development and maintenance of WIC application portfolio. Key tasks include analyzing business and system architecture requirements, preparing solutions, integrating diverse data sources, resolving conflicts, producing innovative solutions, and following all aspects of the software development life cycle (SDLC). The role also involves quality control of in‑house programming, providing technical assistance, using project tracking software, maintaining security access controls, and participating on cross‑functional teams. This is a full‑time position (40 hours per week). The applicant must be willing to work from an HHS office in Austin, a number of days per week designated by the hiring manager. 35% - Responsible for coding, testing, and supporting highly complex applications to meet customer needs, including production problem analysis and ongoing maintenance. 25% - Prepare or oversee detailed structured data flow diagrams and relational database designs; review architecture, design, and documentation of WIC web applications; 20% - Evaluate existing and proposed applications to verify that business requirements are satisfied; analyze business processes, equipment, and techniques for reliability, efficiency, and performance; coordinate use of application interfaces with other sections. 15% - As a technical lead present project updates, coordinate assignments, monitor workload, and ensure internally developed software aligns with Agency and Department policies. Develop expertise in a variety of programming tools and stay informed of advancements. Other - Participate in supporting roles for disaster response, recovery, or Continuity of Operations (COOP) activation as assigned. Knowledge of application development in Visual Basic, VB.NET, C#, MVC, Visual Studio, SQL Server. Knowledge of web applications using IIS, JavaScript, jQuery, ORM, CSS, HTML, PHP. Knowledge of Microsoft SQL Server database design and SQL scripting. Knowledge of security protocols to detect and prevent unauthorized web access. Knowledge of Microsoft PowerShell and SharePoint. Skill in analyzing systems, writing stored procedures, developing test plans, and creating enterprise web applications. Experience developing applications in VB.NET, C#, Visual Studio, and SQL Server. Experience developing web applications using IIS, JavaScript, ORM, CSS, PowerShell, and SharePoint. Bachelor’s Degree or equivalent and 5+ years’ experience as a software developer, software engineer, or systems analyst. Experience with Texas Health & Human Services Commission legacy data, databases, and applications (preferred).
