Job Description Job Title: Database Architect III Location: 701 W 51st Street, Austin, TX 78751 Work Arrangement: Hybrid (3 days onsite - Mon/Wed/Thu; 2 days remote - Tue/Fri) Duration: 09/01/2025 - 08/31/2026 Hours: Monday-Friday, 8:00 AM - 5:00 PM CT Agency: Texas Health and Human Services Commission (HHSC) Local Candidates Only ⸻ Position Overview The Database Architect III will serve as the Senior Data Architect & Analytics Lead for the HHSC Center for Data Analytics (CDA) team. This role will be responsible for designing, developing, and optimizing complex enterprise data solutions to support analytics and decision-making in the healthcare domain. The ideal candidate is a highly skilled architect with a strong understanding of modern cloud platforms, data modeling, analytics, and healthcare data integration. ⸻ Key Responsibilities • Design and maintain relational and multidimensional database systems to support large-scale data projects. • Lead the architecture and development of enterprise data models, data warehouses, and data lakes. • Oversee data acquisition strategies, archiving, recovery, and storage solutions. • Implement database optimization techniques and ensure data integrity and performance across environments. • Leverage cloud platforms (Azure, AWS, GCP) for deploying and managing data infrastructure. • Architect and optimize ETL pipelines, especially using Informatica and Snowflake. • Ensure compliance with EIR accessibility standards, enabling accessible UI for all users. • Drive the integration of healthcare data standards such as FHIR, HL7, and CCDA. • Evaluate and integrate emerging technologies including AI, machine learning, and real-time streaming. • Collaborate with data engineers, developers, and analysts to ensure scalable and sustainable architecture. • Create and maintain metadata registries and documentation for governance and audit purposes. ⸻ Required Qualifications • 10+ years of experience in data architecture, data modeling, and warehousing. • Deep knowledge of business intelligence, advanced analytics, and big data platforms. • Proficient in SQL, ETL tools, and data integration technologies/APIs. • Strong experience with cloud platforms (Azure, AWS, GCP) and cloud-native data tools. • Proven leadership in managing advanced analytics projects and cross-functional collaboration. • Familiarity with healthcare data standards (FHIR, HL7, CCDA). • Experience with EHR integration and real-time data streaming. • Ability to communicate complex data strategies to non-technical stakeholders. • Hands-on experience designing and implementing Snowflake-based cloud data architecture. • Understanding of data governance, metadata management, and security best practices. ⸻ Preferred Qualifications • Experience with Python, Java, or Scala for data applications. • Background in healthcare IT or public health data systems. • Familiarity with TOGAF or other enterprise architecture frameworks. • Certifications in cloud solutions architecture (Azure, AWS, GCP). • Experience in hybrid cloud deployments and migration strategies. • Strong facilitation, consulting, and leadership skills. ⸻ Additional Requirements • Must already reside within a 50-mile radius of Austin, TX. • Must pass background check and may require after-hours support for urgent issues. • Must adhere to HHSC security and privacy standards, including accessibility compliance. • Position may require on-site attendance 3 days/week; schedule subject to change. ⸻ Requirements Minimum Requirements: Candidates that do not meet or exceed the minimum stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity. Years Required/Preferred Experience 10 Required Experience in data architecture, data modeling, and data warehousing. 10 Required Experience with business intelligence and big data solutions. 10 Required Experience with healthcare data standards like FHIR, CCDA, and HL-7 would be a plus. 10 Required Proven experience in leading and managing advanced analytics projects. 10 Required Experience with cloud platforms such as Azure, AWS, or Google Cloud Platform is required. 10 Required Experience in developing, deploying, and managing applications and data storage on these platforms. 10 Required Strong knowledge of data architecture principles and best practices. 10 Required Proficiency in SQL and other database technologies. 10 Required Knowledge of advanced analytics tools and strategies. 10 Required Strong communication skills, with the ability to explain complex technical concepts to a non-technical audience. 10 Required Ability to lead teams and manage complex projects. 10 Required Proficiency in cloud infrastructure management, including understanding of cloud-based data storage options, cloud security considerations, and best practices for deploying applications in the cloud. 10 Required Develop and maintain enterprise data models, data warehouses, and data lakes to support analytics and reporting. 10 Required Evaluate and integrate emerging technologies such as AI, machine learning, and big data analytics in healthcare. 10 Required Work closely with data engineers, developers, and analysts to ensure seamless data accessibility and usability. 10 Required Experience with ETL tools, data integration platforms, and APIs. 10 Required Experience with EHR integration, APIs, and real-time streaming. 10 Required Experience in architect and designing ETL pipelines using Informatica tools. 10 Required Design and model data for cloud-based data architecture solutions using Snowflake as the primary data platform. 8 Preferred Experience in implementing and deploying big data applications 8 Preferred Must have hands-on expertise in Python and/or Java/Scala 8 Preferred Experience with structured Enterprise Architecture practices, hybrid cloud deployments, and on-premise-to-cloud migration deployments and roadmaps 8 Preferred Healthcare industry experience preferred 8 Preferred Fundamental understanding of the Information Management principles, IT processes, SDLC, architecture and technologies adopted by an organization. 8 Preferred Consulting and Facilitation Skills. 8 Preferred Customer-focused ability to communicate across all levels of the organization. 8 Preferred Proactive Leadership style; self-starter and strong attention to detail. 3 Preferred The Open Group Architecture Framework (TOGAF), Cloud Solution Architecture on Azure, Amazon Web Services (AWS) and/or Google Cloud Platform (GCP) Certification.
