The Information Technology Business Analyst at Adams County Government is responsible for aligning technology with organizational goals by analyzing business processes and supporting system implementations. The IT Business Analyst plays a key role in aligning organizational goals with technology by analyzing business processes, translating needs into technical solutions, and supporting the implementation of scalable, value-driven systems. This role bridges strategy and execution, working closely with stakeholders to improve workflows, enable informed decision-making, and promote efficient, transparent operations, performs entry or junior-level analytical work to support the County’s Information Technology initiatives. Under general supervision, this position assists in gathering and documenting user requirements, analyzing business processes, and supporting system implementations. The role collaborates with stakeholders to understand operational needs and helps identify opportunities for technology-driven improvements. This position typically works on small-scale projects or as a junior team member on larger efforts. The Business Analyst II works on moderate to complex projects and serves as a liaison between business units and technical teams to ensure solutions meet County goals and compliance standards. The Business Analyst -Sr. works independently and may lead cross-functional project teams to deliver impactful, sustainable outcomes. Examples of Duties for Success Strategic Alignment & Process Improvement • Collaborate with leadership to align IT initiatives with strategic goals. • Evaluate and optimize business processes to enhance service delivery. • Lead process discovery workshops and recommend improvements and automation. • Develop current (as-is) and future (to-be) process models. Stakeholder Engagement & Requirements Gathering • Act as a liaison between business units and IT teams. • Gather, document, and translate business and functional requirements. • Facilitate workshops and feedback sessions to ensure alignment and clarity. • Manage competing priorities and foster transparency across departments. Solution Design & Implementation Support • Support solution evaluation, selection, and implementation. • Contribute to RFP development, vendor assessments, and UAT. • Prepare documentation, training materials, and business cases. • Promote adoption of sustainable, user-focused systems. Data Analysis & Performance Monitoring • Analyze data to identify trends, measure impact, and inform decisions. • Develop dashboards and KPIs to monitor performance and outcomes. • Deliver actionable insights to optimize technology-enabled services. Leadership & Continuous Improvement • Mentor users and junior analysts. • Promote a culture of agility, innovation, and process improvement. • Maintain clear documentation to support governance and knowledge sharing.
