Job Description And Duties This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by creating customer-focused solutions that are responsive and agile; supporting a modern infrastructure, tools, architecture, and standards; to effectively provide efficient services following service level agreements. The Information Technology Services Division (ITSD) leverages data and technology to create sustainability across CDPH by creating efficient solutions that meet customer expectations and reduce waste. Additionally, the division is dedicated to creating innovative solutions, strengthening partnerships and collaborations, and embracing technology. Under general direction of the Information Technology Manager (ITM) I, Chief, Public Health Applications and Technology Section (PHATS), the Information Technology Specialist (ITS) II serves as the lead developer, architect, and administrator for all low-code/no-code platforms, including Microsoft Power Platform. This position provides technical leadership in solution architecture, platform integration, and development standards. The ITS II leads a team of developers, oversees system administration, and ensures alignment with CDPH’s Vision 2035 for modern, cloud-based public health systems. Key responsibilities include: • Lead the design, development, and implementation of applications and solutions. • Architect and maintain Microsoft Dynamics 365 and Power Platform solutions. • Administer and configure identity and access management tools such as Okta. • Manage CI/CD pipelines using Octopus Deploy and support DevOps practices. • Develop and maintain applications using .NET, JavaScript, HTML, XML, and JSON. • Integrate systems and manage data migrations across platforms. • Deploy and manage mobile applications in the Apple App Store and Google Play Store. • Configure and monitor Microsoft Azure services, including App Services, Logic Apps, Azure SQL, and Log Analytics. • Provide technical leadership, mentoring, and documentation. • Collaborate with internal and external stakeholders to align solutions with business needs. • Participate in after-hours change release coordination and production support. The ITS II performs duties within the System Engineering, Software Engineering and Business Technology Management domains. Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate: • Proven ability to lead the design and architecture of enterprise applications and integrations. • Experience translating business requirements into scalable, secure, and maintainable technical solutions. • Advanced proficiency in low-code/no-code development using Microsoft Power Platform (Power Apps, Power Automate, Power Pages, Dataverse). • Experience developing and maintaining solutions in Microsoft Dynamics 365. • Strong knowledge of system administration and configuration of Okta for identity and access management. • Experience with mobile application deployment and release management for the Apple App Store and Google Play Store, including administration, compliance, and versioning processes. • Experience with Octopus Deploy and CI/CD pipeline implementation. • Familiarity with DevOps practices and tools for cloud and hybrid environments. • Proficient in Microsoft Azure services, including App Services, Azure Active Directory, Logic Apps, Azure SQL, Log Analytics, and Kusto Query Language (KQL). • Proficiency in application development using .NET (C#, ASP.NET, VB.NET), JavaScript, HTML, XML, and JSON. • Experience with system integrations, data migrations, and API development. • Understanding of AI capabilities and integration into business applications (e.g., Power Platform Copilot, Azure AI services). • Demonstrated ability to lead cross-functional teams and mentor developers. • Strong written and verbal communication skills for technical and non-technical audiences.
