About The Position The expected salary range for this role on hire is: $95,788 - $140,789 Who We Are Montgomery County Department of Recreation is a nationally recognized and award-winning agency with a mission to provide high quality, diverse, and accessible community-based programs, activities, and services that serve the recreation and leisure needs of the Montgomery County community. The department manages 39 facilities including recreation centers, senior centers, and indoor and outdoor aquatic facilities and provides thousands of programs such as out-of-school activities, aquatics, classes, youth and adult sports programs and leagues, senior programs, and therapeutic recreation. Who We Are Looking For We are seeking a skilled and strategic Manager III to serve as the Business and Financial Services Leader, overseeing critical administrative and financial functions that support the Department’s mission. This leadership role is responsible for managing a multidisciplinary team and ensuring the efficient operation of financial and business services across the department. Key Responsibilities What You'll Be Doing • Lead the development and management of the Department’s operating and capital improvement budgets, including forecasting, planning, and monitoring. • Oversee financial operations, including accounts receivable and payable, revenue management, expenditure tracking, and trend analysis. • Manage and enhance customer account systems and services, ensuring high-quality support and issue resolution. • Direct and coordinate the Department’s procurement and contract management processes, including vendor engagement, contract compliance, and monitoring. • Provide oversight of risk management and volunteer services, ensuring adherence to regulatory requirements and operational standards. • Develop and implement operational policies, procedures, and performance metrics to ensure transparency, compliance, and efficiency. • Collaborate with internal and external partners to support department-wide business strategies and customer-focused service delivery. • Supervise and mentor a team of professional and administrative staff, promoting operational excellence and continuous improvement. Minimum Qualifications • Education: Graduation from an accredited college or university with a bachelor's degree. • Experience: Five (5) years of progressively responsible professional experience in managing and overseeing operational and administrative functions (such as budgeting, financial services and other management functions) of a large and complex department or organization. • Equivalency: an equivalent combination of experience and education may be substituted. • LICENSE: Possession of a valid Class "C" (or equivalent) driver’s license from the applicant's state of residence when required for job-related duties.
