Position Description: VPC is seeking candidates to fill various roles within Emergency Operations Centers (EOCs). Successful candidates will have knowledge of EOC operations, Incident Command System (ICS) knowledge, and the ability to work effectively in high-pressure situations and collaboratively with multiple agencies and stakeholders. We are seeking qualified candidates for potential contracts across the U.S. Candidates are expected to have previous experience in one or more of the following areas. Potential EOC Roles: 1. Planning Section Support • Assist in developing and maintaining incident action plans. • Collect, analyze, and disseminate information about the incident. • Support resource tracking and demobilization planning. 2. Finance/Administration Section Support Purchasing • Assist in tracking incident costs and managing financial aspects. • Manage procurement of emergency supplies and equipment. • Coordinate with vendors and suppliers for rapid acquisition of resources. Procurement • Support time recording and procurement activities. • Develop and implement procurement strategies for incident-related needs. • Ensure compliance with emergency procurement regulations and procedures. Personnel • Coordinate staffing needs and assignments for incident response. • Manage personnel records and track staff deployments. • Help with compensation and claims processing. Timekeeping • Maintain accurate records of personnel work hours during the incident. • Process timesheets and ensure proper documentation for reimbursement claims. 3. Logistics Section Support • Assist in procuring and managing resources for incident response. • Support communications, medical, and food unit operations. • Help coordinate transportation and facilities management. Responsibilities Technical • Contribute to the development of situation reports, briefings, and other EOC documentation. • Assist in coordinating with external agencies and stakeholders during EOC activations. • Prepare reports to keep stakeholders informed of incident status, resource allocation, and response progress. General • Assist in maintaining EOC equipment, supplies, and documentation. • Support the development and maintenance of EOC standard operating procedures (SOPs). • Contribute to after-action reviews and improvement planning following EOC activations or exercises. Qualifications Required • Bachelor's degree in Emergency Management, Public Administration, Finance, or a related field • Minimum of 5+ years of experience in emergency management or relevant field • Knowledge of ICS and National Incident Management System (NIMS) • Familiarity with EOC operations and procedures • Excellent communication and interpersonal skills • Ability to work effectively under pressure and in high-stress environments • Proficiency in Microsoft Office Suite and emergency management software Preferred • Wildfire Response and Recovery Experience • Additional Certifications: • Certified Emergency Manager (CEM) • IS-703: NIMS Resource Management • IS-706: NIMS Intrastate Mutual Aid Intro • G-191: ICS/EOC Interface • G-402: ICS Overview for Executives • E/L/G-2300: Intermediate EOC Functions Additional Information Candidates must be U.S. citizens and, if required, should be able to meet eligibility requirements for access to protected/classified information, if necessary.
