GUILFORD COUNTY GOVERNMENT Transparency & Communication | Equity & Inclusion | Accountability Service & Outcomes Excellence | Our People Matter Description GENERAL STATEMENT OF DUTIES The Integrated Data and Services (ISD) Program Manager will work under the direction of the Director of Integrated Services to help implement countywide integrated systems. This integration is intended to provide a seamless approach to service delivery and enable data-driven decision-making throughout Guilford County. The program manager is responsible for a wide range of duties, including planning, organizing, and leading key administrative functions, managing data projects, and building reports for the Integrated Services Department. DISTINGUISHING FEATURES OF THE CLASS This position combines data analysis skills with program management expertise to oversee and drive data integration and service integration initiatives. In a supportive and collaborative role, the program manager will perform complex administrative functions and assist with integration efforts within Guilford County and with outside agencies and stakeholders. The program manager will also provide reports on the department, key performance indicators, and initiatives. Examples of Duties DUTIES AND RESPONSIBLIITES Essential duties and responsibilities include, but are not limited to: • Provide subject matter expertise and technical guidance to colleagues in the collection, management, and analysis of data. • Develop data visualizations to communicate community and organizational data to a variety of audiences. This may include dashboards, interactive graphs, and infographics. • Support and participate in interdisciplinary work groups. • Oversee program development and implementation. • Respond to inquiries regarding data from both internal and external partners. • Safeguard confidential and sensitive information based on “need to know” information sharing and security. • Manage multiple data analytics projects and programs, ensuring departmental alignment. • Work with community partners and citizens on engagement with the Integrated Services department. • Ensure compliance with all local, state, and federal regulations, as well as organizational policies and standards. • Implement quality assurance measures to ensure that programs meet established standards and deliver high-quality services. • Advocate for County residents by addressing systematic barriers to service and working to improve access and equity in service delivery. • Prepare Board reports, correspondence, and management reports using a prescribed format and conforming to all rules of punctuation, grammar, diction, and style. • Work with and oversee the work of independent contractors, outside agencies, and organizations; implements ISD policies, requirements, and specifications as outlined in contracts. • Recommend, implement, and monitor procedures for automating data collection and analysis, ensuring data accuracy and integrity. • Develop and manage project plans and timelines, ensuring projects are delivered on time and within scope. • Provide analytical support to partners and leadership, using data to identify opportunities, track progress, and make informed decisions. • Develop and deliver clear and concise reports and presentations, communicating data insights to stakeholders. Education and experience should be clearly documented with demonstrated linkages to the essential duties and tasks of this position. PREFERRED QUALIFICATIONS: Bachelor’s degree with two to four years of progressively responsible experience with multidisciplinary teams and integrated services OR a Master's degree in a related field. Supplemental Information PHYSICAL DEMANDS AND WORK CONDITIONS Must be able to physically perform the basic life operational functions of fingering and talking. Must be able to perform light work exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects, including the human body. Must possess the visual acuity to prepare and analyze data and figures, accounting, operate a computer terminal, and do extensive reading. May Require Driving This position may require driving for this position whether driving a County owned or personal vehicle to conduct county business such as but not limited to attending conferences, meetings, or any other county related functions. Motor Vehicle Reports may be verified for valid driver’s license and that the driving record is compatible with the county’s driving criteria. If a personal vehicle is operated for county business proper insurance is maintained as per Guilford County’s vehicle use policy.
