UPMC Health Plan is hiring a full-time Analytics Data Integration Developer, Associate for their Government Programs Operations Encounter Data Reporting Team. In this position, you will use knowledge and understanding of medical claims data, data systems, and Microsoft Power Platform to build tools to support team functions, build data dashboards to drive operational insight, and conduct analysis to optimize the performance of encounter data reporting functions. This position is hybrid and will require travel into the office located in Downtown Pittsburgh based on business needs. This is a daylight shift. The Community Health Choices Strategic Analytics Developer, Associate creates programming, data set infrastructure, and analyzes disparate sources throughout the statewide CHC Program. This analysis supports the clinical and care management strategies by creating analysis that supports senior decision making on network, care management, staff performance, and quality of care. Responsibilities: • Develop data extraction and integration processes to support analysis, data science, clinical operations, and decision support activities. • Analyze financial, clinical, and social determinants of health data to identify opportunities to improve clinical and financial performance. • Identify problems, recognize what data is available, design a research approach, and communicate results of the analysis in written and verbal communications. • The position requires the ability implement strategic solutions, and track and monitor progress. • These functions must be done while also weighing the practical considerations and potential barriers that need to be overcome in order to successfully implement new programs and processes. • Perform validation and ensure quality standards for data sets created by fellow team members. • Experience using statistical software to provide descriptive statistics about data sets to understand data correlations, frequency, and other characteristics. • Provide technical consultation and act as reference point to peers, other business areas, senior leadership and external customers. • Assist with orientation and process-specific training of new staff members. • Meet deadlines and turnaround times set by supervisor. (These deadlines will, at times, require the employee to work until the project is completed, meaning extended daily work hours, extended work weeks, or both.) • Maintain up-to-date information on status and effort related to each project. • Adopt and promote best practices, tools, and methods set by team/department leadership. • Develop and maintain working relationships with internal UPMC health Plan departments, and external contacts as appropriate. • Advise peers about existing programming that may be relevant to current/upcoming projects or requests. Qualifications: • Minimum: Bachelor's degree in information systems, data management, healthcare management, business, public health, epidemiology, mathematics, statistics or public policy related field with 3 years of experience or Master's or other advanced degree with one year of experience. Prior Work Experience: • Minimum of three years of work experience in information technology, healthcare, business, or research is required. • Experience in health insurance or healthcare industry is preferred, but those with relevant experience in other industries may be considered. Data and Technology Experience: • Experience and technical proficiency in SQL and/or SAS programming is required. • Experience with other programming languages used in data science (such as R, Python) is valuable. • Extensive experience in other programming languages may be considered. • Experience with extraction and manipulation of complex data sets is required. • Experience managing/preparing data sets for use in analysis, modeling, or business operations is required. • Experience with Microsoft Office products (particularly Excel) is required. • Experience with data visualization tools (such as Tableau, or PowerBI) is valuable. • Experience with geo-mapping software (such as ArcGIS) is valuable. Other Work Skills: • Intermediate-level problem-solving skills are required. • The ability to effectively communicate issues and results, verbally and in writing, is required. • The ability to use effective time management skills, including prioritization multiple tasks, is necessary for success. • Attention to detail is critically important in this role. • Ability to succeed in a fast-paced, ambiguous/fluid environment. • A strong customer/stakeholder focus is expected at all times. • The successful CHC Strategic Data Analyst is a team player that displays professionalism at all times. • Ability to work extra hours if required.
