Summary The Data Analytics Office (DAO) Supervisory Lead oversees data analytics operations for ICE Health Service Corps (IHSC), managing a multidisciplinary team to ensure accurate reporting and data quality. Responsibilities include supervising staff and supporting decision-making. Requires a master's degree in a relevant field, leadership, and expertise in data analytics, governance, and communication. This position is only open to USPHS officers and Call to Active Duty (CAD) candidates. Duties Help DUTIES AND RESPONSIBILITIES: • Provide administrative and operational oversight of analytical and reporting services, supporting agency-wide decision making through accurate and timely data products. • Lead and manage a multidisciplinary team including data programmers, statisticians, data scientists, public health analysts, and project managers to deliver high-quality data analytics and support services. • Manage the day-to-day workflow of the analytics team to ensure timely execution of projects, recurring deliverables, and ad hoc data requests. • Oversee data standardization and data quality improvement initiatives to enhance consistency, accuracy, and trust in agency reporting. • Direct the migration of data into a centralized database environment, ensuring alignment with data governance and system integration priorities. • Develop and implement procedures, standards, and best practices to guide the team's approach to data collection, storage, and analysis, laying the foundation for consistent and efficient analytics operations. • Collaborate with internal stakeholders to identify and translate operational goals into data requirements, ensuring the delivery of timely, relevant, and actionable analytics that support performance improvement and informed decision-making. • Oversee the development and maintenance of dashboards and reports that track key operational metrics, support accountability, and inform continuous improvement efforts. • Lead the documentation and implementation of data definitions, dictionaries, and metadata to promote consistency and shared understanding across the agency. • Ensure that analytics operations adhere to agency data privacy, confidentiality, and security requirements in coordination with agency Information Technology partners and legal advisors. • Support the evaluation of program outcomes and operational trends by working with stakeholders to define data requirements, apply appropriate metrics, guide needs assessments, develop surveys, and support data-driven feedback to improve program performance. • Monitor workload distribution, prioritizes competing demands, and adjusts resources as needed to maintain efficient operations. • Collaborate with leadership and technical teams to identify data system needs, recommend enhancements to electronic health record systems and other information platforms, and support implementation of solutions that improve data access, usability, and reporting efficiency. • Supervise analytics staff by setting goals, providing guidance, conducting performance evaluations, and fostering a collaborative, results-oriented environment that supports professional development and high-quality analytical work. • Ensure that data products are validated for accuracy, completeness, and consistency prior to dissemination, maintaining the integrity of analytical outputs and the credibility of the analytics team. • Contribute to strategic planning efforts by identifying how data and analytics can support agency priorities and performance goals, ensuring alignment with the mission of the unit and the broader agency; deliver reports, presentations, and briefings to support leadership decision-making and stakeholder communication. • Engage with external stakeholders, including federal partners, vendors, and contractors to align data priorities, share insights, and support coordinated analytics and reporting efforts. • Other duties as assigned. However, if you have a current Assignment Pay Agreement, it must be fulfilled within 90 days of your application submission. • Applicants must be a current USPHS Commissioned Corps Officer or USPHS Call to Active Duty (CAD) candidate. Civilians are not eligible for this position. • PHS officers must participate in IHSC TDY On-Call Schedule (ITOS.) ITOS is either an entire month or two 16-day periods a year where, depending on the needs of the agency, the officer is required to be available to serve. Qualifications PHYSICAL DEMANDS: • Sitting and/or standing for extended periods of time (6-8 Hours). • Performing repeated bending motion. • Average manual dexterity for computer operation. • Phone use for extended periods of time. Education REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES: • Master of Arts or Master of Science (MA/MS) degree in Public Health, Epidemiology, Data Science, Information Management, or a closely related field. • Ability to lead, supervise and develop staff within a multidisciplinary team. • Ability to translate program or operational goals into data requirements and actionable insights that support decision-making. • Knowledge of data analytics principles and practices, including statistical methods, performance measurement, and data interpretation. • Skill in communicating complex concepts to non-technical stakeholders, including through reports, presentations, and briefings. • Knowledge of data governance, data quality practices, including the ability to coordinate with appropriate stakeholders to ensure consistency, accuracy, and responsible data use. • Ability to provide input for responses to congressional inquiries and to effectively communicate. • If the incumbent holds a clinical license, it is the responsibility of the incumbent to fulfill the obligation(s) of their licensing or certifying body. The incumbent may perform clinical duties of his-her profession in Federal health care facilities and such direction is documented via a memorandum of assignment and is filed in the eOPF. The agency may require incumbents to perform clinical activities with the scope of clinical license in times of critical needs within the agency. • Ability to communicate concerns of identified issues both tactfully and persuasively with options for solutions. Additional information This position is located within the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO). The incumbent serves as the Data Analytics Office (DAO) Supervisory Lead and reports directly to the IMS Chief. The DAO is a national IHSC program affecting all IHSC staff. The primary function of the DAO Supervisory Lead is to provide administrative and operational oversight of analytical and reporting services, including data standardization, data quality improvement, and the migration of data into a centralized database to support agency-wide decision making. IHSC has a multi-sector, multidisciplinary workforce of more than 1600 employees including, U.S. Public Health Service (PHS) commissioned officers, federal civil servants, and contract staff. The IHSC provides on-site direct patient care to ICE detainees at 18 detention facilities throughout the country and manages the provision of off-site medical care for detainees housed in approximately 128 additional non-IHSC facilities. The ICE detainee population is approximately 28,000 detainees daily, with an average length of stay of approximately 30 days, and over 270,000 detainees annually.
