About The Office Of IT The Office of Information Technology works closely with all agency divisions to implement innovative technology solutions in a cost-efficient manner that supports the goals and priorities of the Texas Education Agency. The Office of IT provides efficient technology solutions and stellar customer services to internal staff, 20 Educational Service Centers, and 1,200-plus public-school districts and charter schools. The following services are provided by IT: leadership on IT initiatives; guidance on security/policy issues; new application development/enhancements; software acquisition; technical support; assistance with technical sections of purchasing documents such as Request for Information (RFI), Request for Offers (RFO), Request for Proposals (RFP); and oversight on the data collection process which helps to support and improve outcomes for all of Texas’ 5 million-plus students. Position Overview The Power Platform Administrator will manage and optimize the Microsoft Power Platform environment at TEA. The administrator oversees security settings, permissions, and data access, ensuring a security and compliant environment. The administrator will also provide user support by troubleshooting issues and conducting training to enhance user proficiency. The Power Platform Administrator is also responsible for establishing governance frameworks, implementing policies and practices to govern Power Platform usage and maintain compliance with data protection regulations. This role will effectively collaborate with IT teams, business partners, and developers for seamless integration and support. This role requires a strong background in Azure, Dynamics 365 CRM, Power BI, and AI governance, with the ability to lead a team, manage user support, and communicate effectively with leadership. This position will report to the Power Platform manager and work under minimal supervision with extensive deadlines. You may perform other functions as assigned. • Environment and Governance Management: Responsible for overseeing all Microsoft Power Platform environments to ensure they align with established governance policies. This includes managing environment provisioning, enforcing Data Loss Prevention (DLP) policies, monitoring capacity usage, and proactively identifying and resolving issues. The role requires maintaining a secure and compliant environment landscape while enabling innovation and scalability across teams. • Azure and Security Integration Awareness: Maintains a strong understanding of Azure Active Directory (Azure AD) and identity and access management principles as they relate to Power Platform. This includes familiarity with service principals, app registrations, and external user access configurations. Collaborates with security and infrastructure teams to ensure platform integrations follow organizational security standards and best practices, while supporting secure and compliant access for internal and external users. • Power BI Governance and Administration: Oversees the administration of Power BI, including user access management, workspace governance, and enforcement of Row-Level Security (RLS) and data governance policies. Leads Power BI focus groups to gather feedback and promote best practices. Monitors report usage, dataset refresh schedules and manage deployment pipelines. Additionally, responsible for capacity planning to ensure optimal performance and resource allocation across Power BI environments. • Platform Integration and Deployments: Coordinates the integration of Power Platform components such as Power Pages and Power BI into Power Apps to deliver seamless user experiences. Manages the deployment lifecycle of model-driven apps and ensures proper licensing structures are in place for Power Platform and Dynamics 365 CRM. Works with licensing administrators and ensures compliance with organizational standards for app deployment and access. • AI Governance and Leadership Communication: Leads governance efforts for AI features within the Power Platform, including Copilot Studio. Maintains and enhances the Power Platform Center of Excellence (CoE), ensuring it supports responsible AI usage and innovation. Generates monthly reports on platform usage, adoption, and performance, and presents actionable insights to the leadership to support strategic decision-making. Qualifications Minimum Qualifications • Education: Graduation from an accredited four-year college or university • Degree field(s): Computer science, Information technology, or related field • Experience: At least four (4) years of experience as a cloud administrator with hands on experience administering Microsoft 365 and Microsoft Power Platform components. • Substitutions: Each additional year of related experience above the required minimum may substitute for education on a year-for-year basis.
