The Texas General Land Office is seeking a Program Specialist VI (Account Services Team Lead) within the Energy Resources Department of the agency. The Account Services Team Lead performs highly advanced (senior-level) consultative services and technical assistance work. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment. Employees at this level may: Plan and prioritize a variety of technical, training, research, planning, policy, program assessment, and administrative activities for assigned program(s), including overseeing the delivery of services; and create efficiencies where opportunities occur. Complete and monitor required administrative and performance reports, studies, and specialized projects; and recommend appropriate changes to programs. Speak to community and professional groups to coordinate, improve, and stimulate interest in the program(s) and to secure support for program(s). Identify the need for new programs and provide guidance to staff in the development and integration of new methods and procedures. Identify and prioritize business needs, ensuring alignment with agency goals. Develop and implement effective techniques for evaluating agency programs. What Your Contributions To The GLO Will Be • This senior-level position provides leadership and oversight for the Account Services team, with responsibilities that include training staff, assigning tasks, and prioritizing key customer service and account management functions. Ensures accurate reporting and timely payment of royalties to the Permanent School Fund. Key duties include invoicing for late royalty payments and production reports, managing the collection of outstanding receivables, and providing support to royalty payors. • Oversees the monthly late royalty billings (Harvard), late report billings (Loyolla) and additional interest charges on reconciliation billings (MIT). • Oversees the Account Services staff regarding customer compliance with policies and procedures. Maintains the departmental policies and procedures. Provides internal and external technical support via phone or email. • Directs the implementation of new programs and procedures. Qualifications Minimum Qualifications: • Graduation from an accredited four-year college or university with a degree in accounting, auditing, finance, or related field. • Six (6) years experience in Mineral Leasing Customer Service, royalty reporting, and royalty payments related to state-owned minerals. • Experience in full-time accounting and auditing may be substituted for required education on a year for year basis. Physical Requirements This position requires the employee to primarily perform sedentary office work; however, mobility (moving around the worksite) is routinely required to carry out some duties. This position requires extensive computer, telephone and client/ customer contact and communication. It requires the ability to move and position oneself as needed for filing and similar routine office duties. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Ability to read printed materials and computer screens. The individual must be able to move and transport records, documents, boxes, and all related information and materials, weighing up to 20 pounds when required.
