This position supports critical data integration and analytics initiatives under the Performance Management & Analytics System (PMAS) team, working across major enterprise programs to support Texas Data Management Framework objectives. This opportunity is ideal for a seasoned PM with strong background in public sector IT, cloud analytics, data integration, and project governance especially those familiar with DIR s Project Delivery Framework (PDF) and federal/state funding processes. Key Responsibilities: • Lead cross-functional project teams within the Office of Chief Data Architect and Office of Data Analytics & Performance to deliver on key PMAS cloud reporting initiatives. • Oversee end-to-end project execution including scope definition, resource planning, schedule tracking, and deliverable quality across several mission-critical analytics projects. • Develop and maintain project management documentation compliant with DIR s Texas Project Delivery Framework. • Collaborate on the creation of Requests for Proposal (RFPs) for procurement of data management solutions, ensuring clarity of deliverables and compliance standards. • Contribute to the development of IAPD documentation and manage the submission process to secure matching federal funds. • Manage coordination of data integrations across various departments and agencies within the broader Health and Human Services ecosystem. • Facilitate daily scrums, sprint planning, and agile ceremonies as needed. • Coordinate risk assessments, issue resolution, and status reporting to senior leadership and stakeholders. • Lead meetings and briefings to ensure alignment between technical, business, and federal stakeholders. Required Skills and Experience: • 8+ years of experience in IT project management, including enterprise-level implementations. • Proven expertise in managing data-related projects (e.g., data warehouses, data lakes, business intelligence, cloud analytics). • Strong understanding of Agile, Kanban, and traditional project delivery methodologies. • Deep knowledge of project management lifecycle (PMLC) and software development lifecycle (SDLC). • Demonstrated success in team leadership, risk mitigation, and stakeholder management. • Ability to manage project budgets and enter actual costs into tracking tools. • Experience delivering projects with multi-agency stakeholders or in matrixed environments. • Strong communication skills, both verbal and written. Preferred Experience: • Prior work in public health or health and human services organizations. • Familiarity with Access & Eligibility Services or programs supporting Medicaid, CHIP, or SNAP. • Experience with Texas State Government IT projects or similar state entities. • Oversight of sprint teams aligned to Texas Shared Services (TSS) standards. • PROSCI or PMP certification is a plus.
