Harm Reduction Data Analytics Coordinator - (OEM) Limited Term Office of Emergency Management Hourly Pay Range: $29.17 to $33.50 Closing Date: November 17, 2024 or upon receipt of the first 50 application submissions received Job Summary: The Office of Emergency Management (OEM) is seeking a highly motivated and growth-oriented individual who is passionate about applying a data lens to community harm reduction efforts. The Harm Reduction Data Analytics Coordinator will leverage large datasets to inform the County and EMS systems, translating data into action. The primary work includes cleansing, manipulation, analyzing, and visualizing and communicating data, utilizing multiple tools and modern technology. Specific expertise is needed in programming languages such as Python, SQL, R, Power BI, and machine learning to increase data quality. This is a limited term grant funded position through 2026 with the possibility of extension. Job Responsibilities • Utilize a variety of technological tools (such as Microsoft Excel, Power BI, R, SQL, machine learning algorithms, and Python) to clean, manipulate, transform, analyze, and automate data and related processes. • Conduct exploratory, statistical, and predictive analyses related to EMS and public health. Visualize and communicate data strategically. Methods of sharing data is flexible and audience dependent and will require effective use of business intelligence tools. • Collaborate with technical and non-technical partners and subject matter experts to set data strategy, identify opportunities for process improvements, recommend system modifications, and develop policies for data governance. • Fulfill requests for data sharing with partners through the established procedure. • Engage in data initiatives to support executive leadership and strategic plan. Required Education, License/Certification and Experience • Current resident of the State of Wisconsin • Valid Wisconsin Driver's License required and must be maintained throughout employment. • Bachelor's or higher degree in Data Analytics, Programming, Data Science or Public Health • Three years of experience working in Data analytics and reporting for decision making, programming and data manipulation. • At least one year experience working with large datasets and data management systems and one year of experience working with programming languages such as Python, SQL, and/or R • Advanced knowledge of all related computer and software applications, such as word processing and spreadsheets. • Strong communication and presentation skills to effectively convey analysis findings to technical and non-technical audiences. • The ability to Lift/Carry and Push/Pull up to 50lbs. Preferred Experience • Previous experience with advanced data analysis and modeling. • At least 3+ years' experience in visualizing data including the use of a Business Intelligence tool, Power BI. Skills and Abilities: Strong communicator, collaborator, relationship builder and team player with the ability to work harmoniously and effectively with both co-workers and external contacts. External contact to gather information, answer queries, or provide assistance regarding the process. Read and write routine reports, correspondences, and speak effectively before both internal and external groups. Read, analyze, and interpret technical journals, financial reports, and legal documents. Understand and follow instructions, analysis/reasoning, communication/interpretation, math/mental computation, problem solving, and composing reports.
