Job Title Financial Analyst I Agency Texas Division of Emergency Management Department Finance - Budget, AP, & Payroll Proposed Minimum Salary $5,512.50 monthly Job Location Austin, Texas Job Type Staff Job Description GENERAL DESCRIPTION: The Texas Division of Emergency Management (TDEM) is an emergency response entity, and this status can affect working hours, travel, and change in duties as needed. The Financial Analyst I performs entry-level accounting work. Works with TDEM staff and stakeholders in preparing financial statements, records, documents, and reports. May specialize in phases of accounting work such as federal funds accounting, property and equipment control or cost, and budgeting records. Works under general supervision, with limited latitude for the use of initiative and independent judgment. This position reports to the Section Chief, Financial Services. • Salary is a fixed rate. • This position is located on-site and not subject to telecommuting. ESSENTIAL JOB DUTIES AND RESPONSIBLITIES: • Reconciles TDEM grant/contract accounting records to the agency accounting system and agency procurement records and maintains various spreadsheets. • Communicates regularly with Finance staff to ensure that accounting and auditing procedures and methods are in compliance with the agency's policies, rules and regulations, and the State Comptroller guidelines. • Reconciles multiple systems to ensure accuracy of federal grants and various expenditures. • Coordinates with section staff in classifying, coding, posting, and balancing financial accounting documents and records to include all deposits, expense transfers, budget revisions, journal vouchers, etc. • Processes federal reimbursement within the Grant Management System. • Processes reimbursement request to various entities. • Coordinates with TAMU staff regarding setting up vendors in FAMIS and USAS. • Verifies balances within Smartlink, FEMAGO and Payment and Reporting System (Federal Bank Accounts) to ensure adequate funding is available prior to initiating drawing of funds. • Assists with and prepares monthly, quarterly, and fiscal year-end financial reports. Interprets policies, procedures, rules, and regulations to ensure that projects are in compliance with federal and state goals and objectives. • Assists with entries for preparation of the Schedule of Expenditures Federal Awards (SEFA). • Ability to travel 10%. • May be designated to assist other staff. • Performs related work as assigned. • Maintains a regular course of attendance during assigned work schedule and work extended hours when needed. • Face-to-face and person-to-person interactions are required. MINIMUM QUALIFICATIONS: Education - Bachelor's degree in a related field from an accredited college or university or an equivalent combination of education and experience. Experience - Two (2) years of related experience. • Additional work experience of the type described may be substituted in lieu of the education requirement on a year-for-year basis. Note: thirty (30) semester hours is to be considered equivalent to one (1) year of education. A completed advanced degree may also be substituted in lieu of work experience. The hiring supervisor retains this discretion. KNOWLEDGE, SKILLS, AND ABILITIES: • Knowledge of fiscal/budget oversight. • Knowledge of grant reimbursement request process. • Strong organizational skills. • Strong and effective communication skills. • Proficiency in Microsoft Office, including Excel. • Ability to anticipate and identify issues and problem solve. • Ability to work extended or non-traditional hours such as evenings, weekends, special events, etc. • Ability to communicate with tact and diplomacy. • Ability to travel throughout the state on overnight trips as required.
