Onsite work in Downtown Portland JOB SUMMARY: The primary responsibilities include the oversight of payroll processing, maintaining payroll procedures, audits and SOX controls, processing garnishments and taxes, system testing for Payroll and HRIT and reporting and analysis for various aspects of HR/Payroll/HRIT. JOB DUTIES AND RESPONSIBILITIES: Responsible for all phases of payroll through the SAP system from time entry through final payment delivery. Payroll tester for tax changes, SAP upgrades, year-end patching, and others as needed. Responsible for developing new test scenarios. Provides payroll information by responding to internal/external questions and requests. Troubleshoots issues associated with SAP to determine cause in order to resolve or provide information to IT as necessary. Provides back up support to Payroll Manager, Business/Budget/Finance Analyst and HRIT Analyst: processing journal entries, reconciling payroll accounts, quarterly tax reporting, SAP ad hoc reporting, set up accounting for new wage types and assisting with W2 reconciliations. Responsible for creating new Ad Hoc reporting out of SAP to support the HRIT reporting process, to assist the Business/Budget/Finance Analyst and to improve payroll audits. Processes and review for accuracy all payroll-related reports and ensure payroll files and payroll records are accurately maintained. Creates maintains and improves audits for the time entry process, wage garnishments, child support, wages, taxes, and all deductions for all payrolls, off-cycle payments and final payments. Manage various state and federal tax filings and inquiries. Assists employees and co-workers with payroll related questions including taxes, PTO balances etc. and data requests. Resolves or escalates issues proactively across functions and follows up as necessary. Imports HR master data and payment data and exports data, primarily for analysis in excel. Uses independent judgment and decision making in addressing individual and system payroll issues. Recommends, designs, and implements process and/or system improvements to efficiently manage payroll-related functions. Assists with day-to-day projects and other special payroll projects as needed. Maintains employee confidence and protects payroll operations through confidentiality. Ensures compliance with existing controls and Company policies, payroll procedures, and federal and state laws. Responsible for SOX control documentation files. REQUIRED QUALIFICATIONS: A Bachelor’s degree in accounting or business or an equivalent combination of education and experience which would include a significant majority of the requirements listed below. Level 2 requires 3 + years and Level 3 requires 5+ years of recent progressive payroll administration, analytical and reporting experience including garnishment processing. FPC or CPP certifications preferred. Knowledge of payroll processing from time capture through to final payroll tax deposits. Knowledge of automated payroll systems required; knowledge of SAP strongly preferred. Knowledge of state and federal laws and regulations governing payroll, timekeeping, and accounting practices and taxes. Knowledge of time-reporting systems and process preferred. Excellent verbal and written communication skills with effective interpersonal and customer service skills. Demonstrated proficiency with Microsoft Office Suite with advanced level Excel skills. Ability to effectively prioritize, balance multiple projects and processes simultaneously and adhere to strict deadlines. Ability to trouble-shoot and solve problems related to payroll. Ability to work effectively with executives, managers, supervisors and employees related to any payroll issue that might arise. Ability to learn very quickly and be able to adapt to any situation that might arise. Must possess strong ethical standards regarding the handling of confidential information.
