Job Summary Travis County Health and Human Services (HHS) serves the community under the guidance of the Commissioners Court. Performs moderately complex to complex computer systems analysis work. Analyzes user requirements, procedures, and problems to automate processing, improve existing operations and/or technical systems, and implements approved solutions. Works under general supervision, with latitude for the use of initiative and independent judgment. Distinguishing Characteristics This classification is the second in a series of two (2) Systems Analyst classifications within the Information Technology job family. Consults with technical and business users in the effective use of complex applications, integrations, and information technology tools. The Systems Analyst Sr will analyze and test new or existing procedures, and develop alternative workflow solutions. Analyzes databases, identifies data integrity issues, and develops moderately complex to complex procedures, data processes, and reports. This classification may require a flexible work schedule in order to meet the needs of the department. Duties And Responsibilities • Conducts analyses and prepares high level reports that include recommendations and requirements for proposed new system implementations, formulates problem statements, and develops solutions. • Designs, modifies, and implements new or revised systems by evaluating and developing alternative workflow solutions. • Analyzes data contained in moderately complex to complex corporate databases, identifies data integrity issues with existing and proposed new systems, and implements solutions. Utilizes data analysis software and/or appropriate Structured Query Language to perform the analysis. • Uses reporting tools to develop moderately complex to complex reports which are needed for business processes and statistical reports to evaluate productivity and workload. • May monitor the interface of systems, subsystems, and software applications, and provide system administration for live and test environments. May evaluate and recommend action for upgrading software and hardware for application environments. • Performs or may oversee application installation and testing, and develops test plans. • Assists in providing application support and troubleshooting moderately complex to complex software application issues. • Manages an outsource relationship for third party application development and programming consultants. Assists with programming for in-house IT projects. • Develops system design and functional specifications for all new development projects and coordinates production with programmers. • Analyzes and tests new or existing procedures, information systems, or programs for efficiency and effectiveness. Defines application problems by conferring with clients and evaluating procedures and processes. • Participates in or may lead cross-functional project teams involving various levels of internal and external participants. Functions as a facilitator between all business units in addressing and resolving IT software issues. • May lead or supervise work of lower level Information Technology staff. • Writes technical procedures and documentation for applications including operations and users guide. • Performs other job-related duties as assigned. Minimum Requirements Education and Experience: Bachelor’s degree in Computer Science, Information Systems or a directly related field AND five (5) years of relevant work experience, including three (3) year of systems analysis and process redesign work; OR, Any combination of education and experience that has been achieved and is equivalent to the stated education and experience and required knowledge, skills, and abilities sufficient to successfully perform the duties and responsibilities of this job. Licenses, Registrations, Certifications, or Special Requirements: Valid Texas Driver’s License. Knowledge of: • Policies, practices, procedures and terminology of assigned function. • Federal, State, Local and County applicable laws, rules, regulations and guidelines. • Information technology hardware, software and peripherals as related to assigned function. • Automated business applications and their relationships to each other and interfaces with other automated systems. • Software engineering and the software development lifecycle. • Relational databases, database design and Structured Query Language. • Data collection and analysis, and utilizing analytical tools. • Working knowledge of Microsoft Office (Excel, Word, Access, Outlook), Microsoft Visio, and Microsoft Project. Skill in: • Understanding technical problems and solutions in relation to current, as well as future, business environment. • Scheduling, testing, installing, implementing, and troubleshooting application systems. • Analyzing and documenting software design requirements and workflows. • Analytical, problem-solving and decision-making. • Training users on computer applications. • Translating moderately complex concepts for peers and customers. • Both verbal and written communication, including presentations and communicating technical issues in nontechnical language. Ability to: • Identify and analyze end-user problems and develop practical technological solutions. • Lead, supervise and/or work independently and efficiently and as part of a team. • Manage time well, perform multiple tasks, organize diverse activities and manage changing priorities. • Research, compile, analyze, interpret and prepare a variety of memorandums or reports. • Maintain and update knowledge of latest technologies. • Establish and maintain effective working relationships with departmental clientele, representatives of outside agencies and providers, other County employees and officials, and the public. Work Environment & Other Information Physical requirements include the ability to lift/carry up to 35-40 pounds occasionally, visual acuity, speech and hearing, hand and eye coordination and manual dexterity necessary to operate a computer and office equipment. Subject to standing, sitting, walking, climbing, crawling, bending, stooping, crouching, kneeling, pushing, pulling, reaching, twisting, balancing, repetitive motion, and squatting to perform the essential functions. Subject to exposure to variations in extreme heat, cold, mechanical, fume/odor, and dust/mites. Travis County employees play an important role in business continuity. As such, employees can be assigned to business continuity efforts outside of normal job functions. Work Hours: 8 am - 5 pm, Monday-Friday.
