Responsibilities The IT Manager of Business Applications and Data Analytics provides strategic leadership and direction in designing, selecting, implementing, optimizing and maintaining innovative software and data solutions that support the City of Dayton goals and objectives. The incumbent develops and maintains a comprehensive application development roadmap, prioritizing projects based on organizational needs, financial resources and technical feasibility. The IT Manager ensures that all enterprise applications and associated data sets are functional, stable, secure, available, and viable for the benefit of City of Dayton departments and their employees. As a key member of the IT department leadership team, the IT Manager sets the direction and priority for technical staff in developing modern solutions to better serve business partners. The incumbent in this position manages a team of software developers, analysts, and other technical staff and carries out supervisory responsibilities in accordance with the City's policies and applicable laws. The Department of Information Technology is a 24/7/365 internal support agency and the incumbent must be willing to be available 'on call' to provide guidance, support and supervision to staff as needed. Minimum Qualifications 1. Bachelor’s degree in Business, Computer Science, Computer Engineering, Management Information Systems or related field AND 5 years of experience in information technology as a systems architect, systems engineer, systems analyst, or database administrator. 2 of the 5 years must have been as a manager, supervisor, project manager, or team lead OR 2. Associate’s degree in Business, Computer Science, Computer Engineering, Management Information Systems or a related field AND 7 years of experience in information technology as a systems architect, systems engineer, systems analyst, or database manager. 3 of the 7 years must have been as a manager, supervisor, project manager or team lead. Degree must be from a college or university that is accredited by the U.S. Department of Education through the North Central Association of Colleges and Schools Higher Learning Commission or equivalent region. License Requirements Must possess a valid driver’s license at time of appointment and maintain thereafter as a term and condition of continued employment. Special Requirements Must have at a minimum two (2) of the following certifications: \t1. Cloud Administration/Architecture Certification in either AWS, MS Azure, or Google \t2. Certification in Dev Ops(Docker, Kubernetes, Puppet, Microsoft, AWS) \t3. IT Security (CISM, CompTiaSecurity+, CISA, CISSP) \t4. Data Management Certification(CDMP, CIP, CIMP, CDME, CBIP) \t5. Project Management Professional \t6. Agile or Scrum Certification \t7. ITIL \t8. COBIT \t9. Six Sigma Notes Applications must specifically address each of the minimum qualifications, directly showing how each is met. Background Check A background investigation and evidence of Employment Authorization and Identity is required prior to employment. All candidates must pass any level of background investigation applicable to the position, including current city employees seeking transfer, promotion, demotion, etc. into a classified position. Medical Examination & Drug and Nicotine Testing Final appointment is contingent upon the applicant passing a job-related medical examination including drug screen.
