About EPCH The focus of the El Paso Coalition for the Homeless is to end homelessness by creating alliances, encouraging public dialogue, securing resources, and advocating for systemic change. EPCH works with community stakeholders to address root causes of homelessness by developing and implementing data-driven strategies that are focused on permanent housing and appropriate services. EPCH staff work as a trust-based, collaborative team to create a dynamic, creative workplace that focuses on questioning the status quo in order to bring about systems change. The System Administrator position will increase our team’s ability to improve program and system performance by assisting partner agencies in gathering and using data. Primary Responsibilities The HMIS System Administrator reports to the Director and Co-Director, and is responsible for the following: • System Coordination and Oversight o Provide technical and user support for BitFocus software, including account set-up, system monitoring and testing, problem diagnosis and resolution o Support the accessibility, usability, and data integrity of HMIS for all participating agencies. o Attend system administrator user meetings to share and benefit from lessons learned across the nation o Administer and manage all relevant HMIS documentation, including User Agreements, Participation Agreements, and data sharing protocols. o Provide systems training and problem-solve data issues o Oversee HMIS-related files, records, and documents, including User Agreements, and Participation Agreements o Assist with help desk and on-call coverage • Community Facilitation and Technical Assistance o Facilitate or participate in local HMIS user meetings and training sessions o Respond to technical assistance requests from partner agencies and community stakeholders o Conduct annual HMIS site visits for participating organizations o Produce and interpret HMIS reports for a variety of stakeholders, including CoC leadership, service providers, and funders o Support local CoC partners in analyzing data related to demographics, service outcomes, grant performance, and data quality o Collaborate with partner agencies to use outcome data for performance improvement and strategic planning o Deliver presentations and training based on adult learning principles for professional meetings and workshops. o Provide the local CoCs with data to assist in HMIS data-informed decision-making o Support agencies and CoCs in using the various reports on the system, including demographics, data quality, outcomes, grant reports, and other custom reports o Coordinate and prepare reports that meet the data needs of the HMIS, partner organizations, and funders •Resource Creation o Develop technical assistance tools and resources for communities to understand community data and implement strategies to end homelessness o Assemble, organize, summarize, and interpret numerical data into useful documents for a wide variety of audiences • Other duties may be assigned by the Director and/or Co-Director in order to assure the efficient and effective operation of the HMIS project. Essential Skills The HMIS Administrator will excel in relationship building, are results-oriented, and have strong project management skills. You should have: • Proven ability to build and maintain strong, respectful relationships with diverse stakeholders • Commitment to high standards of performance and accountability • Strong facilitation, writing, editing, and problem-solving abilities • Excellent communication skills, including public speaking and use of training tools such as Microsoft PowerPoint • Ability to understand agency data needs and translate them into functional database solutions. Essential Knowledge • Experience working in or with a direct service organization responsible for administering a homeless service or housing program • Knowledge and practical understanding of the homelessness field, including funding streams, population-specific needs, planning efforts, Continuum of Care practice, and housing and service models • At least one year experience in operation relational database • Experience in providing technical training • Microsoft Office experience & knowledge • CompTIA A+ Certified or comparable certification All HMIS employees are required to sign confidentiality agreements and are subject to drug screening and criminal background checks. HMIS Administrator will have access to all data in the El Paso HMIS system and the Comparable System, including extremely sensitive and confidential information about homeless clients. Because of this high level of data access, HMIS Administrator must respect the privacy of our clients and maintain the highest levels of client confidentiality and data security. The HMIS is the Homeless Management Information System which is a HUD required database of client-level detail on all homeless clients receiving shelter and services. Salary and Benefits Salary Range: $33,000 – $39,000 annually, depending on qualifications and experience.
