The City of Raleigh’s Budget and Management Services Department is seeking a skilled and experienced Grants Program Analyst. This position will report directly to the Grants Program Manager. About Us: The City’s grants program provides grant funding to not-for-profit agencies through three programs: Arts, Human Services, and Community Enhancement. The Grants Program Analyst’s work involves working closely with the Grants Program Manager and Citywide grants staff to support a holistic Citywide grants strategy that applies to grants the City receives as a grantee and awards as a grantor. This involves administratively supporting the life cycle of all citywide grants to include budgeting for grants, reviewing post-award grant contracts, supporting monthly or quarterly grant reviews, ensuring grant invoice payments and reimbursement are conducted in a timely manner, and closing grants. The Grants Program Analyst will support the bi-weekly Grants Committee. Finally, this position will also support overseeing the City’s grant’s management process and maintain a grant's monitoring system to ensure grant compliance and reporting requirements established through federal, state and local regulations. About You: The Grants Program Analyst can successfully build relationships with other departments, exercising initiative, judgment, and tact and may include training department personnel on policies, procedures, and grants program processes. The Grants Program Analyst must become fully versed in City policy and procedures for the award and administration of the City’s specialized intergovernmental grants programs. • Provide budgetary support to the City of Raleigh grants staff involved in Arts, Human Services, and Community Enhancement programs to include administrative and technical guidance and support, including researching and interpreting relevant regulations, guidelines, and standards. • In collaboration with, and with final approval of the Grants Program Manager, review and process grant agreements through internal approval process to ensure compliance with City of Raleigh accounting and procurement policies. • Assist with the preparation and review of financial reports. • Ensure accurate financial reporting and procedural compliance on all grants. • Review financial report and assist in annual grants budget preparation and analysis. • Monitor grant adherence to budget and investigate variances. • Works with Grants Program Manager to develop and maintain an accurate, timely, and efficient process for the entire grant lifecycle. • Enter budgets and transfers into PeopleSoft financial system as required. • Draft grant-related budget memos as needed. • Serve as primary financial liaison with grant subrecipients. • Review subcontracted agencies’ financial reports and oversee and track payments to subcontracted agencies. • Monitor compliance with federal regulations and spending of subcontracted agencies to ensure adherence to documented policies, procedures, and reporting requirements. • Manage invoice processing and track expenses for grants as needed. • In collaboration with department staff, document matching costs where required, including in-kind service provision. • Reconcile monthly organization indirect cost rate to assigned grants. • Assist with eCivis data entry as needed. • Attend departmental grant planning and kickoff meetings. • Assist with training efforts, including but not limited to office hours, webinars, grant meetings, and in-person events. Education and Experience: Bachelor's degree in accounting, finance, business or public administration and two years of professional finance, budget analysis or accounting experience OR An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation. Preferred Qualifications: • Four years of professional experience in financial, budget, grants management, or policy analysis experience • Familiarity with pandemic-related funding sources available to support local recovery and growth, including the American Rescue Plan Act funds, State and Local Fiscal Recovery Funds, FEMA, and other related funding sources • Experience using Oracle PeopleSoft ERP system • Experience with grants management Knowledge, Skills and Ability: • Local government financial and management concepts, grant program management and policy research and development • Principles and techniques of oral presentations, data analysis and visualization • Proven record of excellent customer service and a desire to innovate with maintaining workload under pressure and meeting deadlines • Establish and maintain effective working relationships at all levels of the organization working as a part of several teams • Strategy development and execution • Assess training needs and plan, develop, coordinate, conduct, monitor, and evaluate training programs and activities • Experience working in databases and software applications • Experience at the advanced or intermediate level using Microsoft Word, Excel, and PowerPoint • Understand and implement, create, follow, modify, and manage complex processes with multiple stakeholders • Highly organized with an eye toward efficient methods of productivity • Extremely strong analytical and writing skills • Planning, initiating, and managing complex projects simultaneously • Interpreting, monitoring, and reporting financial information and statistics • Authoring and preparing original reports, documents, and presentations • Monitoring project schedules, status, and compliance • Organizing and maintaining grant program/process documentation, schedules, records, and files • Coordinating deadlines and prioritizing competing demands • Utilizing a computer and relevant software applications • Utilizing communication and interpersonal skills as applied to interactions with coworkers, supervisors, the public, and others to sufficiently exchange or convey information and receive work direction • Strong customer service skills • Attention to detail to ensure a quality work product is delivered • Working collaboratively in a team setting to advance projects and initiatives ADA and Other Requirements: Positions in this class typically require: standing, walking, fingering, talking, hearing, seeing and repetitive motions. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work, and the worker sits most of the time, the job is rated for Light work.
