POSITION SUMMARY Under general supervision, performs a variety of functions related to corporate and toll systems maintenance to include data center operations, telecommunications systems, Local Area Networks (LANs), personal computer workstations, and security administration. Administers and maintains equipment including network servers, virtual infrastructure, directories, databases, and backup systems; implements and administers cloud services; participates in maintaining network security including firewalls, intrusion detection systems, and security access; provides end user support in relation to equipment and software; troubleshoots and resolves technical issues; and performs other duties as required. ESSENTIAL DUTIES AND RESPONSIBILITIES: The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to this class. • Designs and supports virtual and physical information systems and network infrastructure. • Manages projects related to IT systems, security, and compliance, including vulnerability management, PCI audit and compliance, and disaster recovery/business continuity. • Manages systems and software applications and works with technical and non-technical contractors to resolve Level 3 support issues. • Designs and maintains automated tools and systems for maintenance and compliance. • Deploys, configures, and upgrades software applications. • Prepares varied security, operations, and administrative reports. • Conducts a variety of duties pertaining to the administration, monitoring, and maintenance of TCA’s computer networks and equipment including but not limited to servers, routers, switches, firewalls, directories, databases, security access systems, desktop and laptop computers, printers, software, and telephones. • Determines network and system requirements; analyzes, troubleshoots and resolves network problems and access issues, monitors and ensures network connectivity throughout the corporate and toll system networks; assists in ensuring optimal network speed and availability; identifies, troubleshoots, corrects, and documents network connectivity and performance issues. • Develops, tests, evaluates, installs, configures, optimizes, and maintains device hardware, and software, network segments, LAN’s, WAN’s, VPN gateways, internet and intranet, email systems, and intrusion detection systems. • Deploys, configures, and upgrades software and configurations. • Ensures LAN/WAN environments are secured from external access, and that appropriate recovery and redundancy issues have been properly addressed. • Participates in administering, updating, and maintaining identity management and mail services; configures authentication and authorization of directory services; maintains distribution and phone lists; edits and deletes users; archives mailboxes. • Configures, tests, manages, and maintains VOIP and PBX system; provides troubleshooting support for related equipment. • Implements and administers Office 365 Cloud Services including but not limited to Exchange, SharePoint, and Office applications. • Implements, administers, and maintains LAN, WAN, workstation, and server security in accordance TCA technology policies and standards. • Updates and maintains network security tools including firewalls and endpoint protection software. • Develops and maintains accurate and up-to-date network and system configuration information, documentation, logs, and files. • Manages, monitors, and maintains the enterprise-level backup system including but not limited to Ethernet, iSCSI, Fiber Channel, disk target, tape libraries, VTL based systems, and SQL databases. • Manages and monitors data retention and backup processes and/or policies. • Develops scripts and tools to automate and improve user support activities. • Provides end user support to TCA staff, contractors, and consultants in relation to equipment and software including network connectivity, department drives, computers, printers, and telephones. • Performs user account administration including adds, moves, changes, updates, and deletes of user accounts; analyzes and resolves user account errors and problems; instructs and assists users in managing and utilizing accounts, mailboxes, and files. • Installs, configures, tests, and updates user application functionality and network connectivity; provides users application tools, guides, procedures, and rules. • Liaises and meets with end users to gather information, document, and identify technology issues; troubleshoots and/or escalates issues to IT management for further instruction; follows up and assists in ensuring technology issues are resolved. • Assists in developing and implementing departmental policies and procedures in relation to the installation, use, and maintenance of TCA’s corporate and toll system network, server, security, and workstation hardware and software. • Reviews proposed changes to roadside and back-office systems and works with the appropriate contractors to efficiently and effectively implement changes, enhancements, upgrades, and fixes to those systems. • Maintains up-to-date technical knowledge by attending educational workshops, reviewing professional publications, establishing personal networks, and participating in professional associations. • Performs other duties as assigned or required. KNOWLEDGE: • Computer information systems, operating systems, server administration, virtual infrastructure, security systems and threat vulnerabilities, and detection practices and PCI compliance standards • Network architectures and theory and principles of network design and integration, including topologies and protocols • Standard practices and methods of systems/network administration and maintenance • Wireless security including WPA/WPA2, PEAP, and 802 1X. • Principles, methods, and techniques for installation, configuration, and operation of network systems, hardware, and devices • Methods and techniques for performing connectivity testing and troubleshooting, including the use of diagnostic tools and equipment • Systems analysis and design principles, and development methodologies and tools • LAN/WAN/MAN technologies and current methods for managing and maintaining • VLAN, Traffic Shaping, priority queuing, class of service (QoS), and IP routing • Methods for configuring and administering email exchange server equipment • PC operations and Microsoft Office software configuration and administration techniques • Processes and standards for providing IT support to end users • Principles and practices of effective business communication SKILLS/ABILITIES: • Analyze and resolve varied systems, servers, user administration, and software configuration problems requiring knowledge of business application requirements, interfaces, and reliable solutions. • Perform network administrator functions in a multi-platform, multi-segment network environment accurately and efficiently • Establish priorities and balance responsibilities for multiple activities to ensure timely, high-quality results • Troubleshoot and resolve hardware, software and connectivity problems • Communicate clearly and effectively, both orally and in writing • Work collaboratively as a team member • Keep technical skills current to meet continuing work responsibilities • Exercise sound judgment regarding how changes may impact resource availability and user experience • Listen effectively and exhibit a calm demeanor when troubleshooting technology issues • Coordinate a diverse workload and self-manage time effectively EXPERIENCE and EDUCATION REQUIRED: Bachelor’s in Information Technology, Computer Science, or related field combined with three (3) years of progressively responsible experience performing a wide range of computer systems administration, and network security, and PCI compliance practices along with the required technical certifications listed below; OR an equivalent combination of education and related experience and certifications. Licenses and/or Certifications: • Microsoft, Cisco, Palo Alto, and/or VMware certifications are highly desirable. Note: Certifications may be offset by demonstrated experience performing the associated configuration and administration responsibilities. Compensation and Benefits TCA is prepared to offer a competitive salary in the range of $101,180 – 141,652 annually, depending on education and qualifications. In addition, we offer an excellent benefits package that includes the following: Pension Plan – TCA employees participate in the Orange County Employees Retirement System. The employee’s cost per pay period is based upon age at entry. TCA does not contribute to Social Security. Deferred Compensation – TCA offers a 457 plan. TCA will match 50% of the employee’s voluntary contribution, up to a maximum of 2% of the base salary. Medical, Dental, and Vision Insurance – TCA offers medical, dental, and vision coverage for employees and their dependents. The cost varies, according to the plan selected. The coverage is effective on the first of the month following the employee’s start date. Life and Accidental Death & Dismemberment (AD&D) Insurance – TCA provides life insurance and AD&D at no cost to the employee equal to two times the annual salary with a minimum value of $100,000 and a maximum value of $200,000. Supplemental life insurance is available for purchase. Short- and Long-Term Disability Insurance – Short-term disability is paid by TCA. Long-term disability is available at a nominal rate. Holidays – Twelve days per year including 10 fixed holidays and two floating holidays that are chosen by the employee (with approval from management). Number of floating holidays are given based on start date. Comprehensive Annual Leave (CAL) – CAL hours provide paid time off for rest and relaxation, personal or family illnesses, and personal business based on years of service. Employee can accumulate up to two times their annual accrual rate. Employees can sell CAL hours quarter if they maintain 168 accrued hours. A “Flex” 9/80 Work Schedule that includes every other Friday off.
