The Disaster and Response Recovery Officer will be responsible for providing routine, direct, and comprehensive hand-on all hazards emergency management support to assigned localities and tribes under the direction of the Chief Regional Coordinator. This role serves as a representative of VDEM and a liaison for state and regional stakeholders. The Disaster and Recovery Officer is responsible for ensuring adequate emergency management support for localities, tribes, and field-level state agency activities by coordinating the integration of related program activities consistent with the mission of VDEM and the Commonwealth's Emergency Management system. This position requires frequent travel within the region. Duties include but are not limited to: - Coordination, delivery, monitoring, and compliance activities related to the development and maintenance of emergency management programs for assigned localities and tribes. - Providing a full range of planning, training, exercises, and fiscal and operational guidance needed for all phases of the emergency management program to include prevention, protection, mitigation, response, and recovery for the assigned region. - Participates in local, tribal, and region-wide meetings, workshops, or exercises that relate to emergency management and public safety. - Respond to emergencies and provide assistance when requested by localities, tribes, directed by the agency or otherwise as deemed necessary. This position may be required to provide emergency response in other regions, as necessary. - Regularly coordinates and communicates with regional stakeholders through both formal and informal meetings with local, state, and private sector emergency management officials. -Foster positive relationships and engage with representatives from federal agencies, non-governmental organizations, as well as the local and state partners. - Represent VDEM, Chief Regional Coordinator, and Regional Support Division Director, as needed. All VDEM employees are designated as essential personnel and may be required to work during emergency situations, such as inclement weather, and natural or man-made disasters/events as directed. This may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official EWP. Minimum Qualifications - Considerable knowledge of the role of the state, local, tribal, and federal governments in emergencies; emergency response programs, policies, and procedures; and federal and state program regulations. - Strong knowledge of program management, with proven expertise in conducting needs assessments, planning, monitoring, and evaluating emergency management programs. - Proven ability to analyze and evaluate the effectiveness of local and tribal emergency management programs. - Ability to coordinate planning, safety, and field operations activities, and accurately assess potential emergency situations. - Skilled in recommending solutions and making decisions in high-stress environments. - Strong understanding of interpreting state and federal regulations and adapting to changes in program activities. - Excellent communication skills (written and verbal) to include possessing the ability to communicate with individuals at various levels (staff, general public, and public officials). - Strong customer service, with a focus on meeting the needs of internal and external stakeholders. - Strong ability to build rapport, foster consensus, and encourage collaboration among regional, state, local, and tribal stakeholders. - Excellent organizational skills, with the ability to plan and prioritize tasks, set objectives, and achieve results effectively. - Proficient in problem-solving and making independent decisions that align with VDEM's mission, demonstrating sound judgment in emergency management for assigned localities and tribes. - Strong computer skills and proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook). - Must possess a valid driver's license and satisfactory driving record.
