Senior Business and Data Analyst • Employment Category: Full Time / Exempt • Location: Hybrid Washington DC Metropolitan Area • Travel: Minimal • Citizenship: Must be a U.S. Citizen Job Summary As a Senior Business and Data Analyst, you will play a critical role supporting the business analysis, data analytics, and reporting needs of the U.S. Food and Drug Administration. You will work across the full project lifecycle—from requirements gathering, analysis, and documentation to testing, deployment, and end-user training. Your work will help drive continuous process improvement, enable digital transformation through low-code system development, and ensure actionable insights for stakeholders. You will collaborate with project managers, technical leads, low-code developers, and other business and IT professionals to deliver robust, reliable, and secure reporting and analytics solutions, with a strong focus on data quality, automation, and user-centric design. Key Responsibilities • Requirements Gathering & Analysis: Work closely with business stakeholders to elicit, document, and refine business requirements, processes, and data flows; translate these into actionable technical and reporting solutions. • Data Analytics & Reporting: Design, build, and maintain dashboards and reports (primarily in Tableau) that deliver actionable insights, support compliance, and drive operational improvements. • Process Improvement: Identify and implement process improvements to reduce manual effort, improve data quality, and automate data reconciliation and reporting using low-code/no-code platforms. • System Development Support: Provide business and data analysis input to inform the design, development, and testing of low-code applications (e.g., Power Platform, Salesforce, ServiceNow, or others as selected), supporting the replacement of manual and spreadsheet-based workflows. • Lifecycle Participation: Contribute throughout the project lifecycle, including requirements definition, solution design, system and user acceptance testing, user training, and ongoing support. • Data Integration: Support data extraction, transformation, and load (ETL) processes; ensure data from multiple sources is accurate, timely, and actionable. • Documentation: Develop and maintain clear, repeatable process and system documentation to support compliance, knowledge transfer, and operational continuity. • Stakeholder Engagement: Communicate effectively with project managers, technical teams, and government staff to ensure solutions meet user needs and project objectives. Must-Have Skills • Proven experience as a business and data analyst, delivering data-driven solutions in complex environments. • Demonstrated expertise building and maintaining dashboards and reports in Tableau (or comparable BI tools). • Experience gathering, documenting, and validating business and technical requirements. • Proficiency in business process mapping, workflow optimization, and process improvement techniques. • Experience supporting or implementing low-code/no-code solutions to streamline and automate business processes. • Understanding of data integration and ETL concepts; familiarity with multi-source data environments. • Excellent written and verbal communication skills; ability to create clear documentation and facilitate effective meetings. • Ability to work independently and as part of a cross-functional team in an Agile project management environment. • Strong problem-solving and critical-thinking skills; detail-oriented. • U.S. Citizenship and ability to obtain a federal background check. Education & Experience • Minimum 5 years of professional experience. • Bachelor’s degree in Business, Information Systems, Data Analytics, or a related field. • Experience with low-code/no-code development on platforms such as Microsoft Power Platform, Salesforce, or ServiceNow. • Experience developing user training materials and facilitating knowledge transfer. Bonus If You Have • Lean Six Sigma, CBAP, Tableau, or other relevant process improvement/data analysis certifications. • Familiarity with FDA, HHS, or other federal agency environments.
