Salary: A versatile position within a dynamic nonprofit that providescommunity-inspired, volunteer-powered disaster relief. This position is responsible for supporting disaster response through long-term recovery efforts across the United States, with the flexibility to respond where organizational needs are greatest. The U.S. Response & Recovery Manager will lead the Disaster Assistance Response Team (DART), support Rapid Response efforts, and manage active response programs. Additionally, this role manages ongoing long-term recovery programs, requiring strong cross-department collaboration and effective communication with external stakeholders. Reporting Relationships • Reports to Director of Humanitarian Response • Roles reporting to position Rapid Response Manager, Program Director • Approximate number of reports 1-3 Essential Functions. Disaster Response & Assessment • Deploy to disaster zones within 24 hours of activation to lead initial response efforts. • Serve as the organizations lead representative on the ground during U.S.-based deployments, engaging with affected communities, government officials, NGOs, and media. • Lead Disaster Assistance Response Teams (DART) during deployments, serving as the on-the-ground lead for post-disaster assessments and program start-up, including stakeholder engagement and needs assessments. • Monitor potential and active disasters, develop and coordinate rapid deployment strategies, and oversee U.S. Rapid Response efforts in partnership with the Director of Response and Rapid Response Manager. • Maintain and manage the DART roster, ensuring team readiness during both blue skies and active disaster events. Program Oversight & Development • Act as the remote operational manager for U.S. Response programs, working with Program Directors to ensure adherence to timelines, budgets, documentation standards, safety protocols, and program quality. • Hire and directly manage Program Directors and support overall team performance through mentoring, strategic direction, and regular site visits. • Collaborate with Program Directors and Project Managers to monitor field project progress, staffing, and volunteer engagement, and address timeline or resource concerns. Operational Support & Capacity Building • Support program start-up, operation, and close-out phases by identifying and deploying appropriate human, training, financial, and operational resources. • Lead the development and implementation of tools, training, and systems to build staff and volunteer capacity and ensure efficient program delivery. • Work with Safety and Security Leads to develop and review Security Plans and act as the point of contact for escalation in emergency situations. Stakeholder Engagement & Representation • Engage with volunteers, partners, NGOs, donors, and local leaders to strengthen community relations and program outcomes. • Represent the organization at U.S.-based conferences, expos, and events, particularly through networks like Voluntary Organizations Active in Disaster (VOAD) and Long-Term Recovery Groups. Financial & Administrative Management • Oversee budget creation, forecasting, and monitoring for assessments and active response programs. • Work closely with Finance and program teams to ensure program financials remain aligned with organizational goals and constraints. Monitoring & Evaluation • Collaborate with the Recovery Director to build and implement strategies and tools for monitoring and evaluating program effectiveness. • Ensure timely completion of internal reports and contribute to the development of long-term recovery strategy. Cross-Department Collaboration • Maintain effective communication with other All Hands and Hearts departments, ensuring integrated operations and knowledge sharing across teams. • Provide support to the broader Response and Recovery teams as needed. • Perform additional responsibilities as required in support of organizational goals. Position Requirements • Education High School degree or equivalent; Bachelor's degree in a relevant field preferred. • Related Experience 2+ years in disaster response context, with AHAH preferred. 2+ year of team/people management. knowledge of the U.S. Response system including VOAD and FEMA required. • Special Competencies/Certifications Drivers license required. Legally authorized to work in the U.S. Good oral and written communication skills and confidence working in Google Workspace, particularly Google Docs and Google Sheets; and Microsoft Office. Applicants need to be well organized and have a flexible approach to managing multiple tasks and prioritizing them appropriately. Experience in specific response scopes such as chainsaw, muck and gut, and mold sanitation preferred. Working Conditions and Physical Demands • Must be available to deploy anywhere in the U.S. within 24 hours and remain in the field for extended periods. • Frequently works in high-stress, unstable, and resource-constrained environments with limited infrastructure. • Constant exposure to challenging outdoor conditions, including extreme weather and post-disaster debris. • Must be comfortable living and working in communal, low-resource settings. • Frequent travel by air, road, and boat, sometimes under difficult or insecure conditions. • May be exposed to emotionally distressing situations and must be able to maintain composure and sound judgment in crisis contexts. • Expected to travel and be away from home up to 60% - 80% of the time, balancing field operations with necessary coordination and preparedness activities. Compensation & Benefits • Compensation Typical starting salary is $45,000-$48,750 USD based on skills and experience, and up to $52,500 for highly qualified candidates.
