In this role, you will report to the Financial & Business Services Manager and oversee the Business Services Team to ensure the efficient operation of various business support processes across the Financial Management division. Ideal candidates are self-directed and capable of setting their own work plans and priorities to meet established goals. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Supervise the work of others. Essential Duties: • Act as a lead worker by assigning and delegating tasks to team members, ensuring team deliverables are accurately compiled, reviewed, and submitted within established deadlines. Assist manager with performance evaluations, training, interviewing, and hiring recommendations, fostering a culture of accountability, collaboration, and continuous learning. • Act as a project leader by managing logistics, communication, and execution of FIN division-wide initiatives, including town halls, workshops, special events, training, and job fairs. • Design and implement automation solutions for business processes utilizing Microsoft O365, Power Automate, and Microsoft Dataverse, etc. to enhance productivity and efficiency across the division. • Collaborate with FIN leadership and business partners to streamline business processes, drive efficiency improvements and develop innovative solutions across the division. • Develops division processes and workflow enhancements for efficiency and identifies appropriate implementation measure. • Assist with oversight of FIN division budget, expense monitoring, full-time employee (FTE) & intern position management, equipment purchasing, and inventory management, ensuring compliance with division and agency guidelines. • Create key performance metrics for various functions and employees and consistently track and maintain monthly performance outcomes. • Plan and organize FIN division business operations, including third-party vendor contracts oversight, work order processing, records retention, audit coordination, security access reviews, open record requests and legislative inquiries. • Assist in developing and implementing policies, procedures, and special projects to improve FIN division business operations, including the enhancement of processes, workflows, and documentation for efficiency. • Maintain the FIN division’s internal and external web content, document management system, and TxDOT Now tickets • Performs other job responsibilities as assigned. Minimum Qualifications: Education: Bachelor's Degree in any discipline. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications Experience: 5 years of experience in project or program administration or related experience . (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis. Preferred Qualifications: • One year of supervisory/managerial experience is highly preferred. (Project leader or lead worker experience may substitute for supervisory/managerial experience.) Competencies: Extensive Knowledge of: • Program and project coordination practices, including task tracking, scheduling, and resource alignment within team assignments. • Reviewing and applying established policies, procedures, and technical documentation to ensure task completion aligns with compliance standards. • Identifying issues and inconsistencies in work processes or project data and recommending practical solutions. • Administrative support practices such as writing reports, taking meeting notes, and maintaining records according to established procedures. Expert Skills in: • Research and analyze information, identify discrepancies, and compile findings to support team decisions and documentation needs. • Set team goals and milestones aligned with departmental priorities; monitor progress and adjust plans when needed. • Plan and assist in coordinating workshops, meetings, or task force activities, ensuring logistics and materials are in place. • Manage multiple assignments and deadlines, adjusting priorities as needed to support team workflow. • Maintain confidential records and documents, applying proper file management and access protocols.
