The Position: Under direct supervision, assist in the design, installation, configuration, optimization, administration, maintenance, cybersecurity protection and continuous 24/7 operation of the IRWD Industrial Control System/ Supervisory control and data acquisition (ICS/SCADA) system, computer networks and network equipment. SUPERVISION RECEIVED AND EXERCISED Receives supervision from assigned supervisory or management personnel. Exercises no direct supervision over staff. DISTINGUISHING CHARACTERISTICS The SCADA Network Administrator performs technical-level network administration functions to ensure the SCADA infrastructure is reliable and secure. Incumbents install, configure, test, troubleshoot, repair, maintain, upgrade, monitor, and evaluate the performance of SCADA network hardware and software to ensure that they meet availability and performance requirements. Incumbents are expected to use sound judgment when making decisions within established standards. This class is distinguished from Senior SCADA Network Administrator in that the latter is responsible for technical and functional supervision of lower-level staff and is capable of performing the most complex duties assigned to the department. This position is 100% in-office, meaning employees are expected to work from our Operations Center full-time, without the option for remote work. Network and Server Infrastructure Management: Under the guidance of the Senior SCADA Network Administrators, deploys, upgrades, patches, monitors and maintains the network, firewall, routers, switches, IDS, IPS server, and virtualization technology. Monitors network and server performance and report issues for resolution. Configures and manages network devices and operating systems under guidance to maintain a secure infrastructure. SCADA Application Administration: Under the guidance of the Senior SCADA Network Administrators and Automation Programmers, installs, configures, upgrades, patches and maintains SCADA applications and related components to support critical industrial processes. Troubleshoots basic SCADA-related issues and escalate complex problems to senior team members. Supports optimization efforts for SCADA applications as directed by senior team members. Cybersecurity: Assists in segmenting the network using standard security models and best practices. Installs and configures cybersecurity hardware and software applications as per the direction of Senior SCADA Network Administrators and Cybersecurity Analyst. Conducts regular vulnerability scanning and assist in penetration testing to identify and remediate security vulnerabilities. Monitors network traffic and server logs to identify and report potential security incidents. Stays up to date with emerging threats and security best practices relevant to ICS/OT systems. Troubleshooting and Support: Investigates and resolves basic network and server issues, escalating more complex issues to senior team members. Collaborates with cross-functional teams to support troubleshooting efforts. Provides technical guidance and support to staff. Change Management: Develops and maintains network and server documentation, including diagrams, configurations, and standard operating procedures (SOPs). Participates in change management processes and ensure all changes are properly documented, tested, and implemented in a controlled manner. Assists in conducting audits to ensure compliance with policies. Collaboration and Teamwork: Works with internal departments and external vendors on internal and capital projects. Trains internal staff in risk and the steps required to close any security gap. Participates in incident response, disaster recovery planning, and business continuity exercises as a team member. Provides technical guidance to other team members. Stay abreast with current developments and regulation changes in the automation controls, information systems technologies, cybersecurity and water utility industries in order to provide updates and recommendations to management staff. Miscellaneous: After hours' accessibility will be required as needed to meet District needs. Complies with District work-related safety practices and attend relevant safety training. Disaster Service Worker: In accordance with Government Code Section 3100, Irvine Ranch Water District employees, in the event of a disaster, are considered disaster service workers and may be asked to respond accordingly. MINIMUM QUALIFICATIONS Education and Experience: Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be: Education: Equivalent to a bachelor's degree in computer science, engineering or a related field is required. For degrees obtained outside the U.S., an official equivalency evaluation is required. Experience: Three (3) years of experience in Operational Technology (ICS/SCADA) or Information Technology environment required Experience with the following software and hardware is highly desired: Splunk Microsoft SQL and Power BI Aveva System Platform Schneider Control Expert PowerShell and Python Scripting Cisco Palo Alto Networks Knowledge of: ICS Network protocols (Modbus, OPC UA, MQTT or other relevant protocols). Ethernet, VLANs, VPNs, routing, and switching. Firewalls, intrusion detection/prevention systems, antivirus, application controls, active directory, group policy management and security event management. Server hardening techniques, including security configurations, access controls, and vulnerability management. Server administration, Installation, configuration, backup, restore and maintenance of virtualization technologies, Windows Server and Linux distributions Ability to: Communicate effectively with all levels of office/field employees, management and outside agencies. Communicate clearly and concisely, both orally and in writing. Establish and maintain effective working relationships with those contacted in the course of work. Add, subtract, multiply, divide and calculate percentages, fractions and decimals Proficiently use MS Office Suite (Word, Excel, PowerPoint). Keyboarding abilities sufficient to perform the job. LICENSE/CERTIFICATIONS A valid Class 'C' California Driver's License is required. ADDITIONAL INFORMATION PHYSICAL DEMANDS Regularly required to sit, walk, bend, stoop and stand. Occasionally required to lift up to 50 lbs. Must be able to sit for extended periods of time while performing tasks at a desk or workstation. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard, typewriter keyboard, or calculator and to operate standard office equipment. The employee will work primarily at a desk, using a computer and other office equipment.
